Proposed 2017 PCC Reconstruction Program - SE 3rd Street

EXECUTIVE SUMMARY:
The action before the Council is the adoption of a resolution regarding the 2017 PCC Reconstruction Program - SE 3rd Street project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract) and estimated total cost and setting a date for the filing of bids on the project.

The 2017 PCC Reconstruction Program – SE 3rd Street project includes pavement reconstruction and minor utility improvements along SE 3rd Street from approximately 650 feet west of SE Lowell Drive to SE Delaware Avenue. 

 

The construction improvements include traffic control, removal of existing street and driveway pavement, Class 10 excavation, removal of existing storm sewer infrastructure, construction of storm sewer improvements, 6” subgrade preparation, 8” subdrain/sump pump service line installation, placement of 6” modified subbase, installation of approximately 4,180 SY of 8” PCC street pavement utilizing a slip-form paving machine, minor adjustments to existing utility fixtures, installation of 6” PCC pavement for driveways and pedestrian ramps, construction of 4” PCC sidewalk spot repairs, constructing ADA compliant pedestrian ramps with regular detectable warning panels, finish grading and backfilling, creating compost-amended topsoil, seed surface restoration, watering, erosion control, required testing and miscellaneous associated work necessary to complete the project.

The project is being presented for bidding at this time.  Pending project approval and award by the City Council, the contractor will be required to start the project immediately after the current school year ends, and they will have 35 working days to substantially complete Stage 1 and 20 working days to substantially complete Stage 2.  Council approval at this time will set the following schedule for the proceedings:

1. Set Date of Bid Opening and Public Hearing: February 20, 2017

 

2. Post Notice to Bidders and Notice of Public Hearing:  February 22, 2017

 

3. Publish Notice to Bidders and Notice of Public of Hearing:  March 3, 2017

4. Bid Opening (10:30 A.M., City Hall):  March 14, 2017

5. Public Hearing and Award Contract:  March 20, 2017
(Hold Public Hearing on the plans, specifications, form of contract, and estimated total cost, review bids, award contract and approve contract and bonds.)

FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program with construction scheduled for 2017.
CITY MANAGER'S RECOMMENDATIONS:
It is recommended that the Council take the following action:

1. Adopt Resolution ordering construction and setting the bid opening date as March 14, 2017 and setting the public hearing date as March 20, 2017 for the 2017 PCC Reconstruction Program - SE 3rd Street project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted on the Iowa League of Cities and Master Builders of Iowa websites on February 22, 2017 and to be published in the Des Moines Register on March 3, 2017.
