The action before the City Council is the approval of a Professional Services Agreement with HR Green, Inc., for the preliminary and final design engineering and bidding phase services needed for the NW Irvinedale Drive and NW 5th Street Intersection Improvements project.
The scope of the project includes the reconstruction of the NW Irvinedale Drive and NW 5th Street intersection to provide traffic capacity and mobility improvements. This section of NW Irvinedale Drive is currently a two-lane, rural section inherited from Polk County. NW Irvinedale Drive is an arterial street that serves a large portion of the northwest part of the City of Ankeny, and the lack of left turn lanes at this intersection is causing traffic congestion and operational issues. The proposed project will include providing dedicated left turn lanes and associated traffic signal improvements at all four legs of the intersection. In addition, safety improvements would be made along the west side of NW Irvinedale Drive between NW 5th Street and NW 9th Street where steep sideslopes are a potential safety concern. The project will be designed in 2017 with construction anticipated in 2018.
The design of the project needs to be undertaken at this time so that the project schedule can be maintained. The Public Works Department proposes to use HR Green, Inc., to complete the necessary preliminary and final design and bidding phase services for the project, because they completed the Traffic Operations and Safety Study for NW Irvinedale Drive from W 1st Street to NW 18th Street in 2015. The scope of the design engineering services and corresponding fees for the services are shown in the attached Professional Services Agreement. The total fee for the design engineering services is $274,000.00.
