NE 54th Street Bridge Replacement Over Tributary to Fourmile Creek

Professional Services Agreement with Calhoun-Burns and Associates, Inc.

EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with Calhoun-Burns and Associates, Inc. for the preliminary design engineering services needed for the NE 54th Street Replacement Over Tributary to Fourmile Creek project.

 

The purpose of the project is to replace the existing bridge on NE 54th Street over the tributary to Fourmile Creek, approximately 1,300 feet west of NE Delaware Avenue.  The existing bridge was constructed in 1959 and the City's Annual Bridge Inspection Program indicates that this bridge is nearing the end of its useful life.  In February 2017, Ordinance 1901 was passed to amend Chapter 66, Load and Weight Restrictions, to introduce a maximum load limit on this bridge, due to the bridge having a capacity less than the maximum permitted on City streets.

 

The new bridge will be wide enough to accommodate an 8 foot wide sidewalk on the south side and a 5 foot wide sidewalk on the north side.  The project will also include minor reconstruction of NE 54th Street to the west and to the east of the bridge, along with new 8 foot wide sidewalk connections on the south side of NE 54th Street.  The pedestrian crossing of this waterway will provide connectivity within the City's sidewalk/trail system and aligns with the City's 2010 Comprehensive Plan.

 

The preliminary design of the project needs to be undertaken at this time so that the project schedule can be maintained and the applicable permitting and regulatory agencies can have adequate time to review the project and issue any required permits and clearances.  The project will also require coordination with the Iowa DOT due to the federal funding from the Surface Transportation Block Grant (STBG) program in the amount of $400,000 that has been secured for the project.

 

The Public Works Department proposes to use Calhoun-Burns and Associates, Inc. to complete the necessary preliminary design engineering services for the project, as they are the City's consultant for the Annual Bridge Inventory Program and have extensive experience working with the Iowa DOT and permitting and regulatory agencies on these types of projects.  The scope of the preliminary design engineering services and corresponding fees for the services are shown in the attached Professional Services Agreement.  The total fee for the preliminary design engineering services is $51,700.00.

 

This project will be bid through the Iowa DOT due to the federal funding that has been secured.  It is anticipated that the project will be bid in late 2018 for construction in 2019.

 

It is recommended that the City Council approve the Professional Services Agreement with Calhoun-Burns and Associates, Inc.

 

FISCAL IMPACT: No
This project is included in the City of Ankeny's 2017-2021 Capital Improvement Program for preliminary design in 2017, final design in 2018, and construction in 2019.
