Proposed SE East Lawn Area Utility Improvements - Phase 1 and SE Peterson / SE Trilein Storm Sewer Improvements

Professional Services Agreement with Civil Design Advantage
EXECUTIVE SUMMARY:
The action before the City Council is the approval of a Professional Services Agreement with Civil Design Advantage for the design engineering and bidding phase services needed for the SE East Lawn Area Utility Improvements - Phase 1 and the SE Peterson / SE Trilein Storm Sewer Improvements projects.  These projects represent the first of three proposed phases of reconstruction within the SE East Lawn area neighborhood that will occur during the next few years.

The scope of the SE East Lawn Area Utility Improvements - Phase 1 project includes full street reconstruction and utility replacement of approximately 700 lineal feet on SE Sherman Drive from SE East Lawn Drive to SE Peterson Drive and storm sewer improvements and associated pavement replacement on SE Peterson Drive from SE Sherman Drive to approximately 500 linear feet east.  The scope of the SE Peterson / SE Trilein Storm Sewer Improvements project includes storm sewer improvements and limited pavement replacement to create a viable drainage outfall along approximately 1,000 lineal feet on SE Peterson Drive and 300 lineal feet on SE Trilein Drive.

The design of these projects needs to be undertaken at this time so that the project schedules can be maintained.  The Public Works Department proposes to use Civil Design Advantage to complete the necessary design engineering and bidding phase services for these projects, as they were the City's consultant for the conceptual design of the entire SE East Lawn area neighborhood in 2016 and have extensive experience working on these types of projects.  The scope of the design engineering and bidding phase services and corresponding fees for the services are shown in the attached Professional Services Agreement.  The total fee for the design engineering and bidding phase services is $109,316.00.

It is anticipated that these projects will be bid in December 2017 for construction in 2018.  It is recommended that the City Council approve the Professional Services Agreement with Civil Design Advantage.
FISCAL IMPACT: No
These projects are included in the City of Ankeny's 2017-2021 Capital Improvement Program for design in 2017 and construction in 2018.  These projects are being equally financed by the Annual PCC Street Patching Program, the Annual Sanitary Sewer Replacement Program, and the Annual Water Main Replacement Program.
CITY MANAGER'S RECOMMENDATIONS:
Approve the Professional Services Agreement with Civil Design Advantage for design engineering and bidding phase services for the SE East Lawn Area Utility Improvements - Phase 1 and the SE Peterson / SE Trilein Storm Sewer Improvements projects in an amount not to exceed $109,316.00 and authorize the Mayor to execute said Agreement.
