The East First Street Rural Water Main Extension project is now complete including all final surface restoration.  A series of actions are needed in order to close out this construction project: 

a. Engineer's Certificate of Completion: The attached Certificate of Completion from the project engineer states that the work performed was in substantial conformance with the plans and specifications and that the final contract amount is $540,946.13.

b. Resolution accepting the public improvements:  This resolution approves and adopts the engineer's Certificate of Completion on the East First Street Rural Water Main Extension project and establishes the final contract amount to be $540,946.13.

c. Retainage Payment - Ellingson Drainage, Inc. $10,818.92

It is recommended that the retainage payment be approved for payment 31 days from the date of acceptance of the project, in accordance with the terms of the contract.

It is recommended that the council take the following actions: 

1. Accept the Certificate of Completion from the project engineer for the East First Street Rural Water Main Extension project.

2. Adopt the resolution accepting the East First Street Rural Water Main Extension project with Ellingson Drainage, Inc., in the final contract amount of $540,946.13; and 

3. Authorize the release of retainage payment in the amount of $10,818.92 in accordance with the terms of the contract.

April 18, 2016: Council ordered construction and set dates for bid letting and public hearing.

May 16, 2016: Council held public hearing, adopted plans, specifications, form of contract and estimate of costs, awarded construction and approved construction contract and bonds.
