Proposed West 1st Street Sidewalk Upgrade - Phase 2 Project (PH 2017-39)
EXECUTIVE SUMMARY:

The West 1st Street Sidewalk Upgrade - Phase 2 project includes the removal of the existing sidewalk and the installation of 8' wide PCC sidewalk along West 1st Street from 600' west of NW Linden Street to just west of NW College Avenue.  Other associated improvements include ADA compliant pedestrian ramps, traffic control, surface restoration, driveway replacement and miscellaneous associated work necessary to complete the project. 

 

The bid opening for the project was held on Wednesday, May 31, 2017.  Seven (7) bids were received as follows:

 

1.  MNM Concrete Specialist   $108,530.30

2.  Caliber Concrete                 $109,286.58

3.  Cameron Mitchell Inc.         $122,456.38

4.  TK Concrete                        $131,372.00

5.  Kingston Services               $133,999.10

6.  Absolute Concrete               $143,690.18

7.  Halbrook Excavating           $158,228.00

 

The engineer's estimate for the project was $135,000.00.  The bids ranged from approximately 20% below to 17% above the engineer's estimate.  Public Works staff reviewed the bid results internally and with the engineering consultant.  Public Works staff also requested and received references for MNM Concrete Specialists for similar projects, and the feedback has been positive.  Based on their past project experience, it appears they have the technical experience to undertake the project.  It is recommended that the project be awarded to MNM Concrete Specialist of Des Moines, Iowa.  

 

Pending project approval and award, the contractor will be required to start the project no later than July 10, 2017.  The contractor will have twenty-five (25) working days to substantially complete the project.  

 
FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program with construction scheduled for 2017.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications and form of contract) and estimated cost ($135,000.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for the West 1st Street Sidewalk Upgrade - Phase 2 project.

3.  Receive and file the report of bids received on May 31, 2017.

4.  Approve Resolution making award of construction contract to MNM Concrete Specialist of Des Moines, Iowa.

5.  Approve Resolution approving contract and bonds with MNM Concrete Specialist in the amount of $108,530.30.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

April 17, 2017: The City Council approved a Resolution authorizing the acquisition of property and property interests for the West 1st Street Sidewalk Upgrade - Phase 2 project.

 

May 1, 2017: The City Council approved a Resolution ordering construction and setting the public hearing date as June 5, 2017, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Iowa League of Cities and Master Builders of Iowa websites on May 5, 2017 and published in the Des Moines Register on May 19, 2017.

Action: Consider motion to:  1) adopt RESOLUTION adopting plans, specifications, form of contract and estimate of cost ($135,000.00); 2) receive and file report of bids received May 31, 2017; and 3) adopt RESOLUTION making award of construction contract with MNM Concrete Specialist in the amount of $108,530.30 for the West 1st Street Sidewalk Upgrade - Phase 2 project.
