SUBJECT:

Consider motion to adopt RESOLUTION authorizing the execution of an Agreement for Cooperative Public Service between the City of Ankeny and Polk County to facilitate the construction of traffic signals at the intersection of Highway 415 and West First Street.

EXECUTIVE SUMMARY:

Due to increasing traffic and adjacent development of the city, public works proposes to install full traffic signals at the intersection of Highway 415 and West First Street.  Public works completed a field review, determined signal warrants and obtained permission from the Iowa DOT to construct the signals.  The signals were included in the current Ankeny Capital Improvements Program.  The project carries an estimated cost of $400,000.

 

Public works subsequently requested and received authorization for the Iowa DOT for $200,000 of USTEP funding for the project. 

 

Since the loction of this intersection is on the border of the corporate limits, one leg of the intersection is within Polk County (the west leg).  This is NW 94th Avenue, which runs west from the intersection to the Cherry Glen Recreation Area.  Since Polk County has partial responsibility for the said intersection, the Secondary Roads Department agreed to finance approximately 25% of the project costs, which are estimated to be $100,000. 

 

This agreement facilitates the county contribution to the project, with a date of July 1, 2018 as the date for the county reimbursement payment, pending completion of the traffic signals at that time.  It is recommended that council approve the agreement to facilitate the project. 

FISCAL IMPACT: Yes
With this agreement, 75% of the project costs will be financed by others (the Iowa DOT and Polk County).
