SUBJECT:
Consider motion to adopt a RESOLUTION authorizing the execution of a Federal-Aid Agreement for Transportation Alternatives Program (TAP) funding between the Iowa Department of Transportation (DOT) and the City of Ankeny, Iowa for the sharing of project costs for the proposed NE Delaware Avenue Pedestrian Bridge and Sidewalk Connection project.
EXECUTIVE SUMMARY:
The NE Delaware Avenue Pedestrian Bridge and Sidewalk Connection project includes constructing a pre-engineered steel truss pedestrian bridge to span Four Mile Creek and 8-ft PCC sidewalk on the west side of existing NE Delaware Avenue with associated grading and culvert improvements.  The project limits are from NE 18th Street to approximately 150-ft north of NE 24th Court.  The purpose of this project is to provide a pedestrian route across Four Mile Creek for the neighborhoods north and east of the creek.  This project also provides a safe route to Northeast Elementary School and eliminates a sidewalk gap in the City's system.  The City was able to secure TAP funding from the Des Moines Area Metropolitan Planning Organization in the amount of 80% of eligible construction costs up to a maximum amount of $150,000.

To facilitate using the TAP funding, the Iowa DOT has submitted the federal-aid agreement which stipulates the cost sharing and eligible costs for the project.  It is recommended that the Council approve the agreement at this time, so the project schedule can be maintained.  The project is currently in the preliminary design phase.
FISCAL IMPACT: No
This project is included in the City of Ankeny's current Capital Improvements Program with design beginning in 2017.  The $150,000 of TAP funding will be used for construction.
CITY MANAGER'S RECOMMENDATIONS:
It is recommended that the City Council take the following action:

1. Consider motion to authorize the execution of a Federal-Aid Agreement for Transportation Alternatives Program (TAP) funding between the Iowa DOT and the City of Ankeny for the sharing of project costs for the proposed NE Delaware Avenue Pedestrian Bridge and Sidewalk Connection project.
