EXECUTIVE SUMMARY:

The action before the council is the adoption of a resolution accepting a proposal from  Hydro-Klean, LLC, for the 2017 Sanitary Sewer System Maintenance Program - Cured In Place Pipe Slip Lining project.

The 2017 Sanitary Sewer System Maintenance Program - Cured In Place Pipe Slip Lining project includes cured in place pipe (CIPP) slip lining of existing sanitary sewer mains in a neighborhood east of N Ankeny Boulevard and north of E First Street in the City of  Ankeny.

The scope of the project includes minor traffic control, establishing a Public Information and Notification Program, cleaning, video inspection, service and obstruction locating, establishing and executing a sewage bypassing plan, removing obstructions by trenchless methods, verifying all sanitary sewer service reconnections, cleanup and miscellaneous associated work necessary to complete the project.

Bid invitations were sent to five (5) contractors that specialize in this type of work.  Four (4) bids were received for the project as follows:

1. Hydro-Klean, LLC - $102,969.00
2. Municipal Pipe Tool Co., LLC - $105,331.00
3. SAK Construction, LLC - $121,690.00
4. Insituform Technologies USA, LLC - $129,061.00
Engineer's Estimate - $120,410.00

The 4 bids received ranged from 17% below to 7% above the engineer's estimate.  In recent years, the City of Ankeny has used Hydro-Klean to perform video inspection and pipe cleaning services and their work has been good and was completed in a timely manner.  In addition to that work, they also successfully completed the last two year's CIPP slip lining projects.  Public Works staff recommends that the project be awarded to Hydro-Klean, LLC.

FISCAL IMPACT: No
This project is included in the current CIP for construction this year.
CITY MANAGER'S RECOMMENDATIONS:
