Proposed Ankeny Fire Station No. 3 (PH 2017-43)

EXECUTIVE SUMMARY:

The Fire Station No. 3 Construction Project includes the construction of a new, single story station that is approximately 12,260 SF in size located on the north side of NE 36th Street at the entrance to Otter Creek Golf Course.  The station that will be built will be very similar to Fire Station No. 2 on SE Oralabor Road, with three possible exceptions.  There are four deduct alternates that are included with the base bid: 

1)  Remove the upper windows and lower the roof over the entry lobby.

2)  Remove the upper windows and lower the roof over the apparatus bays.

3)  Remove one of the three apparatus bays.

The station construction will be masonry walls with exterior brick, steel framing and  metal stud walls.  The wall finishes and color schemes will closely resemble those at Station No. 2.  A concrete reinforced safe room will be constructed within the station as well.  Construction will include grading, geothermal, civil, structural, mechanical, electrical and technology systems needed to provide a complete, functioning fire station. 

The bid opening for this project was held on Tuesday, July 11, 2017.  Nine bids were received as follows:

2. Jensen Builders (Ft. Dodge) $ 3,400,000.00
3.  Henkel Construction (Mason City) $ 3,407,000.00 
4.  Rochon Corporation (Urbandale) $ 3,453,000.00 
5.  HPC LLC (Ames)  $ 3,470,000.00
6.  Ball Team LLC (Urbandale) $ 3,524,000.00 
7.  Dean Snyder Const. (Ankeny) $ 3,550,000.00

8.  Koester Construction (Grimes) 

9.  Lang Construction Group (WDM)

$ 3,580,000.00

$ 3,597,000.00

 

The engineer's estimate for the project was $4,136,003.00.  The bids were very close and ranged from approximately 20% below to 13% below the engineer's estimate.  SVPA is familiar with DDVI Inc., and this firm has done projects of this scope in the past.  They are currently working on one of the elementary school expansion projects within Ankeny.   It is recommended that the project be awarded to DDVI Inc., of Indianola, Iowa, with a base bid amount of $3,305,000.00.  If Council chooses to accept the alternates as defined above, the contract amount would be reduced to the following values:

 

Alternate 1 = $ 3,257,000.00 (deduction of $48,000.00)

Alternate 2 = $ 3,279,000.00 (deduction of $26,000.00)

Alternate 3 = $ 3,226,000.00 (deduction of $79,000.00)

Alternate 4 = $ 3,219,000.00 (deduction of $86,000.00)

 

It is recommended that the council accept the base bid from DDVI Inc. in the amount of $3,305,000.00 without exercising any of the four deduct alternates from the bid.  Pending award, the contractor would start work on August 3, 2017 and would have until September 1, 2018 to fully complete the station. 

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program with construction scheduled for 2017.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications and form of contract) and estimated cost ($4,136,003.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for the Fire Station No. 3 construction project.

3.  Receive and file the report of bids received on July 11, 2017.

4.  Approve Resolution making award of construction contract to DDVI Inc.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

June 19, 2017: The City Council approved a Resolution ordering construction and setting the public hearing date as July 17, 2017, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Master Builders of Iowa website on June 20, 2017 and published in the Des Moines Register on June 30, 2017.

Action: Consider motion to:  1) adopt RESOLUTION adopting plans, specifications, form of contract and estimate of cost ($4,136,003.00); 2) receive and file report of bids received July 11, 2017; and 3) adopt RESOLUTION making award of construction contract with DDVI Inc., for the Fire Station No. 3 Construction Project.
