The actions before the council are the acceptance of the certificate of completion, passage of a resolution accepting the public improvements and approval of the retainage payment to Graff Excavating, Inc., for the Hidden Creek Trunk Sewer Extension project.

The Hidden Creek Trunk Sewer Extension project is now complete including all final surface restoration.  A series of actions are needed in order to close out this construction project: 

a. Engineer's Certificate of Completion: The attached Certificate of Completion from the project engineer states that the work performed was in substantial conformance with the plans and specifications and that the final contract amount is $232,909.25.

b. Resolution accepting the public improvements:  This resolution approves and adopts the engineer's Certificate of Completion on the Hidden Creek Trunk Sewer Extension project and establishes the final contract amount to be $232,909.25.

c. Change Order #2 in increasing the contract amount by $3,019.25.

d. Retainage Payment - Graff Excavating, Inc. $11,645.46.

It is recommended that the retainage payment be approved for payment 31 days from the date of acceptance of the project, in accordance with the terms of the contract.

It is recommended that the council take the following actions: 

1. Accept the Certificate of Completion from the project engineer for the Hidden Creek Trunk Sewer Extension project.

2. Adopt the resolution accepting the Hidden Creek Trunk Sewer Extension project with Graff Excavating, Inc., in the final contract amount of $232,909.25; and 

3. Approve change order increasing the contract amount by $3,019.25.

4. Authorize the release of retainage payment in the amount of $11,645.46 in accordance with the terms of the contract.
