PH 2017-48: Proposed 2017 Ankeny Market Pavilion Restroom Facility Project
EXECUTIVE SUMMARY:

The 2017 Ankeny Market Pavilion Restroom Facility Project includes the construction, transport and installation of a prefabricated restroom and optional attached storage facility at the current AMP site, located at 715 W First Street. Improvements include a prefabricated structure with split-faced block, metal roof, drinking fountain, fixtures, utility stub-out connections and associated improvements. The construction finishes and color schemes will closely resemble those of the current pavilions at the site.

The project included a base bid for the restroom and an alternate bid for the restroom with storage area. The storage area is needed to help accommodate the Parks Division with the cleaning and maintenance operations of the AMP facility. It will also be essential for the storage of any potential park amenities to be utilized at the site. These amenities may include tables, chairs, fencing, audio/video equipment, staging, and other special event supplies.

The bid opening for this project was held on Tuesday, August 1, 2017. One bid from the Public Restroom Company was received as follows:

Base Bid:         $166,162

Alternate Bid:   $193,530

The engineer's estimate for the project was a base bid of $165,000 and an alternate bid of $185,000. The base bid received was $1,162 above the engineer's estimate and the alternate bid received was $8,530 above the engineer's estimate.  Even though we only received one bid for this project, staff feels that it is a competitive bid.  The prefabricated restroom that was specified requires specialized construction so the field of bidders can be expected to be limited. Four firms picked up bid documents, but given the workload and the required expertise, only one firm submitted a bid.  If staff were to rebid this project at a later date, we  would not expect to receive more competitive bids.  The Public Restroom Company submitted resume information on their previous projects, and they have  a good track record.  They have completed a number of recent projects in Iowa.    It is recommended that the project be awarded to the Public Restroom Company of Minden, Nevada, with the inclusion of the  alternate bid amount of $193,530. 

Pending award, the contractor would start work no later than August 14, 2017 and would have one hundred twenty (120) calendar days to complete the work.

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program for construction scheduled in 2017. The added construction costs would come from the hotel/motel tax fund.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications and form of contract) and estimated cost ($185,000), with alternate storage.

2.  Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for the 2017 Ankeny Market Pavilion Restroom Facility Project.

3.  Receive and file the report of bids received on August 1, 2017.

4. Approve Resolution making award of construction contract to Public Restroom Company of $193,530.

5.  Approve Resolution approving contract and bonds with Public Restroom Company in the amount of $193,530.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

July 3, 2017: The City Council approved a Resolution ordering construction and setting the public hearing date as August 7, 2017, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Iowa League of Cities and Master Builders of Iowa websites on July 5, 2017 and published in the Des Moines Register on July 21, 2017.
