The Polk County Aviation Authority (PCAA) desires to extend SE Convenience Boulevard from its current terminus north 1,200 feet onto airport property near the southwest corner of the airport. Extending this street will provide access to 16.1 acres of airport property that has no aviation use and can be sold. The PCAA would use the funds from this land sale to facilitate the future extension of the main runway on the north end of the airport. Having this street in place will also provide access to two undeveloped lots on the Corporate Woods Plat 2 development.
The PCAA plans on financing this project with PCAA funds, supplemented by funding from the Iowa DOT R.I.S.E. Program. The submittal deadline for R.I.S.E. projects is September 1st.
The rules of the RISE program, as established by the Iowa DOT, require that a city or county be the lead agency and sponsor of a project receiving RISE funding. Due to this requirement, the PCAA can not sponsor the grant application, and has requested that the City of Ankeny take on that role on behalf of the Authority.
If the application is approved and funding is awarded, the project would be constructed in 2018. If so, the PCAA would promptly reimburse the City of Ankeny for all costs and expenses incurred. An agreement establishing these terms has been prepared by the PCAA.
Discussions were held with the Iowa DOT regarding this project and the City of Ankeny's separate application for RISE funding for a similar development project. The DOT assured us that having two projects submitted by the City of Ankeny would have no bearing on the viability of either project, and that there was not direct competition between the two.
