SUBJECT:

2017 - NW 18th Street 12" Water Main Connection:  Consider motion to approve:  a) Certificate of Completion; b) RESOLUTION accepting the public improvements with Halbrook Excavating in the amount of $106,080.00; and c) retainage payment in the amount of $5,304.00.
EXECUTIVE SUMMARY:
The actions before the Council are the acceptance of the Certificate of Completion, passage of a Resolution accepting the public improvements and approval of the retainage payment to Halbrook Excavating for the 2017 - NW 18th Street 12" Water Main Connection project.

The 2017 - NW 18th Street 12" Water Main Connection project is now complete including all final surface restoration.  A series of actions are needed in order to close out this construction project:

a)  Engineer's Certificate of Completion:  The attached Certificate of Completion from the project engineer states that the work performed was in substantial compliance with the plans and specifications and that the final contract amount is $106,080.00.

b)  Resolution accepting the public improvements:  This Resolution approves and adopts the Engineer's Certificate of Completion for the 2017 - NW 18th Street 12" Water Main Connection project and establishes the final contract amount to be $106,080.00.

c)  Retainage Payment:  Halbrook Excavating = $5,304.00
     
It is recommended that the retainage payment be approved for payment 31 days from the date of acceptance of the project in accordance with the terms of the contract.
FISCAL IMPACT: No
The above payment will facilitate the final completion of this project which was funded through the Capital Improvements Program.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following actions:

1.  Accept the Certificate of Completion from the project engineer for the 2017 - NW 18th Street 12" Water Main Connection project.

2.  Adopt the Resolution accepting the 2017 - NW 18th Street 12" Water Main Connection project with Halbrook Excavating  in the final contract amount of $106,080.00.

3.  Authorize Release of Retainage Payment in the amount of $5,304.00 to Halbrook Excavating in accordance with the terms of the contract.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
March 6, 2017:  The council accepted a proposal from Halbrook Excavating in the amount of $103,252.00 for the construction of the 2017 NW 18th Street 12" Water Main Connection project.
