Proposed Traffic Signal System Timings Update project

Professional Services Agreement with Snyder & Associates, Inc.
EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with Snyder & Associates, Inc. for the engineering services needed for the Traffic Signal System Timings Update project.

 

Improving traffic mobility and efficiency is a high priority for the City.  In 2010, the City completed a traffic signal system timings update project which included reviewing and making adjustments at various signalized intersections.  Since 2010, Ankeny's population has increased by more than 10,000 people, numerous schools (including two high schools) have been constructed, significant residential, commercial, industrial development and growth has occurred within the City.  These factors have all contributed to changes in traffic volumes and travel patterns.  In order to improve traffic mobility and efficiency, the Public Works Department will be completing a comprehensive traffic signal system timings and coordination plan update project in 2017 and 2018.  The project will include the existing interconnected traffic signals at 48 intersections and the corresponding optimization corridors located on Ankeny's arterial street system.  The scope of the project will generally consist of developing and implementing updated traffic signal system timing and coordination plans. 

 

The engineering services for project need to begin in November, so the project schedule can be maintained.  The project will require coordination with the Iowa DOT due to the Iowa Clean Air Attainment Program (ICAAP) funding that has been obtained for the project.

 

The Public Works Department proposes to use Snyder & Associates, Inc. to complete the necessary engineering services for the project.  Due to the ICAAP funding, the Iowa DOT required the City to solicit proposals from potential traffic engineering consultants for the project.  The City received proposals from 8 consultants.  The consultant selection committee, comprised of staff members from the Public Works Department, evaluated and ranked each proposal independently.  Snyder & Associates, Inc. had the highest ranked proposal.  The consultant selection process and results were reviewed with the Iowa DOT, and they concurred with the selection of Snyder & Associates, Inc. for the project.  The scope of professional services and corresponding fees are shown in the attached Professional Services Agreement.  The total fee for the professional services is $151,149.00.  It is anticipated that the project will be substantially completed by October 31, 2018.

 

It is recommended that the City Council approve the Professional Services Agreement with Snyder & Associates, Inc.

 

 

FISCAL IMPACT: No
The project is included in the City's Capital Improvements Program for the engineering services to be completed in 2017 and 2018.  The City will use $116,800 in ICAAP funding for the project.
CITY MANAGER'S RECOMMENDATIONS:

Approve the Professional Services Agreement with Snyder & Associates, Inc., for the engineering services on the Traffic Signal System Timings Update project in an amount not to exceed $151,149.00 and authorize the Mayor to execute said agreement.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
The City Council approved the Federal-aid agreement for ICAAP funding between the Iowa DOT and the City for sharing the project costs at the July 3, 2017, City Council meeting.
