The action before the Council is the adoption of a Resolution accepting a proposal from Castrejon, Inc. for the East 1st Street Fiber Optic Upgrade.
The project includes placing new fiber optic cable in new and existing conduit along with fiber optic cable splicing and terminations. The project will extend improved communication bandwidth for remote viewing, monitoring and operation of the City's traffic signals begun with the S Ankeny Boulevard Fiber Optic Relocation in 2019. Specifically, this project will serve the East 1st Street corridor and the new diverging diamond interchange with I-35. Completion of this project is planned for October 2020, corresponding with the re-opening of E 1st Street.
The project was advertised on the City website and QuestCDN. Six (6) proposals were received for the project as follows:

The Engineer’s estimated cost for the project was $ 82,755.00. The low bidder, Castrejon, Inc. has not completed work for the City prior to this project, so Public Works staff contacted three agencies with recent similar projects completed by the firm. Based on the discussions with these references, the Public Works Department and the design engineering firm, Snyder & Associates, Inc., recommend awarding the East 1st Street Fiber Optic Upgrade project to Castrejon, Inc. of Blaine, Minnesota.
