Earlier this year, the Polk County Aviation Authority (PCAA) formulated a plan to extend the existing SE Convenience Boulevard from its current terminus north approximately 1,200 feet so that the street would provide access to existing property in the Corporate Woods Business Park Plat 2, as well as access the future South Corporate Apron on the Ankeny Regional Airport. This street extension will also allow for the PCAA to sell 16 acres of non-aeronautical property at the south west corner of the airport.
The PCAA applied for an Iowa DOT - RISE Grant to provide partial funding for the street extension project. The PCAA was subsequently awarded the grant. However, the DOT policy for RISE grants requires that a municipality be the lead agency for the construction of a RISE-eligible project. At the August 21, 2017 council meeting, the City Council entered into an agreement with the PCAA to allow the City to act as the required lead agency on the project, with full reimbursement of all expenses incurred by the City by the PCAA.
Snyder & Associates submitted an engineering agreement to the PCAA at their November 9, 2017 board meeting to cover the design and bidding services needed for the SE Convenience Boulevard project. The PCAA Board subsequently recommended that the City of Ankeny approve the engineering agreement to facilitate the deign of the project at this time. Construction will commence in the Spring of 2018.
It is recommended that the agreement for engineering services with Snyder & Associates, Inc. be approved at this time, with the understanding that the PCAA will reimburse for all fees and associated costs on the project. |
