Consider motion to adopt RESOLUTION authorizing the City of Ankeny to submit an application for Federal Surface Transportation Program - Transportation Alternatives Program (TAP) Funding to the Des Moines Area Metropolitan Planning Organization (MPO) for the partial funding of the High Trestle Trail Extension Project and further approving the application which obligates the City of Ankeny to matching funds for the construction of said project.

| EXECUTIVE SUMMARY: |
The applications for FFY 2022 STBG funding are due at this time. Staff recommends that the city submit an application for the High Trestle Trail Extension Project under the Transportation Alternatives Program. This project includes the extension of the High Trestle Trail from the current terminus near SW Ordnance Road south to connect with the Gay Lea Wilson Trail on the south side of SE Oralabor Road. The trail improvements will include an underpass at Ankeny Blvd., and an overpass at SE Oralabor Road. The city was previously awarded $100,000 in 2020 TAP funding for the project. The project, which carries an estimated cost of $2.76 Million will be constructed in two phases in 2019 and 2021 according to the latest CIP. The attached resolution will facilitate this application which requests an additional $800,000 in federal funding for the project.

This project is included in the proposed Capital Improvements Program for construction in 2020 and 2021. If the project is awarded STBG funding, the city's portion of the project costs will be proportionately reduced.

| CITY MANAGER'S RECOMMENDATIONS: |
Recommend approval of this resolution authorizing the City of Ankeny to submit an application for STBG funding under the TAP program and further approving the application which obligates the City of Ankeny to matching funds for the construction of said project.
