Professional Services Agreement with RDG Planning & Design

EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with RDG Planning & Design for the engineering services needed for the Stormwater Management Study and Master Plan.

 

The purpose of the Stormwater Management Study and Master Plan is to provide an assessment of the City's existing stormwater management system and policies, determine the future needs, and provide recommendations for modifications or improvements.  The study will focus primarily on existing waterways and water bodies, but areas with known storm sewer infrastructure deficiencies will also be analyzed.  The study will include reviewing existing developed areas and anticipated future development areas.  The master plan will provide recommendations for improving the City's stormwater management system, including future stormwater CIP projects necessary to accommodate runoff and reduce the potential of flooding; possible locations and approximate sizes of regional stormwater detention basins; and strategies for improving water quality.  Specifically, the master plan will identify, prioritize, and provide planning level cost opinions for future stormwater management and storm sewer projects.  This information will be used for CIP planning and budgeting purposes.  Finally, the master plan will provide recommendations for updating the City's current stormwater ordinances, policies and review processes, and it will verify the City's compliance with the MS4 permit.  The document will provide a framework for managing stormwater in the future while addressing existing issues and limitations.

 

The Public Works Department proposes to use RDG Planning & Design to complete the necessary engineering services for the Stormwater Management Study and Master Plan.  The City solicited a Request for Qualifications (RFQ) from potential engineering consultants for the study and master plan.  The City received RFQ submittal information from eight (8) consultants.  The consultant selection committee, comprised of five staff members from the Public Works and Municipal Utilities departments and City management, evaluated and ranked each submittal independently.  Staff determined the two highest ranked consultants and then interviewed them both.  Based on the RFQ submittal information and interviews, the consultant selection committee selected RDG Planning & Design for the Stormwater Management Study and Master Plan.  The scope of professional services and corresponding fees are shown in the attached Professional Services Agreement.  The total fee for the professional services is $241,580.  It is anticipated that the project will be substantially completed by December of 2018.

 

It is recommended that the City Council approve the Professional Services Agreement with RDG Planning & Design.

FISCAL IMPACT: Yes
The project is included in the City's 2017-2021 Capital Improvements Program for the engineering services to be completed in 2017 and 2018.  The City budgeted $250,000 in the 2017 CIP for the Stormwater Management Study and Master Plan. 
CITY MANAGER'S RECOMMENDATIONS:

Approve the Professional Services Agreement with RDG Planning & Design for the engineering services for the Stormwater Management Study and Master Plan in an amount not to exceed $241,580 and authorize the Mayor to execute said agreement.
