Proposed SE Peterson Dr/SE Trilein Dr - Storm Sewer Improvements Project (PH 2018-09)
EXECUTIVE SUMMARY:

The SE Peterson Drive / SE Trilein Drive - Storm Sewer Improvements project includes the removal and replacement of PCC street pavement, water main, and storm sewer generally located at the intersection of SE Peterson Drive and SE Trilein Drive and through Sunrise Park parallel to SE Peterson Drive in the City of Ankeny.

The construction improvements include approximately 1,020 SY of PCC street pavement, 20 LF of water main, 1350 LF of storm sewer, Class 10 excavation, subgrade preparation, modified subbase, subdrain, and removal and replacement of driveways and sidewalks.  Other associated improvements include traffic control, erosion control, temporary sidewalk, strip, salvage and respread topsoil, surface restoration, and miscellaneous associated work necessary to complete the project.

 

The bid opening for this project was held on Tuesday, February 13, 2018.  Seven (7) bids were received as follows:

1.  McAninch Corporation                                              $487,353.00

2.  Halbrook Excavating                                                $493,882.00

3.  On Track Construction, LLC                                     $533,750.00

4.  Gator Excavating, Inc. dba Absolute Infrastructure  $538,142.20

5.  Con-Struct, Inc.                                                        $552,150.00

6.  Vanderpool Construction Inc.                                   $619,983.00

7.  J & K Contracting                                                     $688,545.50

 

The Engineer's Estimate for the project was $490,274.00.  The bids ranged from under 1% below to 40% above the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.   McAninch Corporation has completed projects of similar nature for the City in the past, and they have the experience to complete this project.  It is recommended that the project be awarded to McAninch Corporation of Des Moines, Iowa.
 
Pending project approval and award by the City Council, the contractor will be required to start the project no later than June 25, 2018, and they will have 35 Working Days to substantially complete Phase A and 60 Working Days to substantially complete the overall project.  It is anticipated that substantial completion will be achieved in Fall 2018.

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program with construction scheduled for 2018.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($490,274.00), and enhancement of payment.

 

2. Approve Resolution, adopting said plans, specifications, form of contract, estimated cost, and enhancement of payment for the SE Peterson Drive / SE Trilein Drive - Storm Sewer Improvements project.

3. Receive and file the report of bids received on February 13, 2018.

 

4. Approve Resolution, making award of construction contract to McAninch Corporation of Des Moines, Iowa.

5. Approve Resolution, approving contract and bonds with McAninch Corporation  in the amount of $487,353.00.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
January 15, 2018:  The City Council approved a Resolution ordering construction and setting the Public Hearing date as February 19, 2018, in accordance with the Notice of Hearing which was published in the Des Moines Register on February 2, 2018.

Action: Consider motion to adopt RESOLUTION approving construction contract and bond with&nbsp;McAninch Corporation&nbsp;of Des Moines, Iowa,&nbsp;in the amount of $487,353.00 for the SE Peterson Dr / SE Trilein Dr - Storm Sewer Improvements Project.
