Proposed Northwest Booster Station Project

EXECUTIVE SUMMARY:

The Northwest Booster Station project is generally located along NW Irvinedale Drive, north of NW 18th Street in Ankeny, Iowa.

 

The construction improvements include all materials, labor and equipment necessary for excavation, backfill and site work; concrete surfacing; reinforced concrete; precast concrete; reinforcing steel; masonry; building work including plumbing, heating and ventilating; doors; windows; painting; electrical work including conduit, cables, power wiring, motor controls and housings, starters, switches, fixtures and controls; laboratory casework; centrifugal pumps; standby power equipment; miscellaneous equipment; piping and appurtenances; piping specialties; including approximately 1,349 Linear Feet of 24-inch diam. water main in open cut, 214 Linear Feet of 24-inch diam. water main trenchless installation, and miscellaneous associated work, including cleanup, necessary to complete the project.

 

The bid opening for this project was held on Tuesday, February 13, 2018.  Six (6) bids were received as follows:

 

1.  C.L. Carroll Co., Inc.                   $ 2,273,761.00

2.  Woodruff Construction, LLC       $ 2,291,785.50

3.  Henkel Construction Co.             $ 2,314,026.46

4.  Koester Construction Co., Inc.    $ 2,650,000.00

5.  Synergy Contracting, LLC           $ 2,962,550.40

6.  Rice Lake Construction Group    $ 2,991,200.00

 

The Engineer's Estimate for the project was $2,699,545.00.  The bids ranged from approximately 16% below to 11% above the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.   C.L. Carroll Co., Inc. has completed projects of similar nature in the past, and they have the experience to complete this project.  It is recommended that the project be awarded to C.L. Carroll Co., Inc. of Des Moines, Iowa.

 

Pending project approval and award by the City Council, the contractor will be required to substantially complete the project no later than April 30, 2019 and fully complete the project no later than May 31, 2019. 

FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($2,699,545.00).

 

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Northwest Booster Station Project.

3. Receive and file the report of bids received on February 13, 2018.

 

4. Approve Resolution, making award of construction contract to C.L. Carroll Co., Inc. of Des Moines, Iowa.

5. Approve Resolution, approving contract and bonds with C.L. Carroll Co., Inc.  in the amount of $2,273,761.00.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
January 15, 2018: The City Council approved a Resolution ordering construction and setting the bid opening date as February 13, 2018, and setting the public hearing date as February 19, 2018.
