Proposed Ash Tower Feeder Main Project

EXECUTIVE SUMMARY:

The Ash Tower Feeder Main project includes the installation of a 24-inch diameter feeder main from approximately 450 feet north of W. 1st Street near the Ash Water Tower to the intersection of SW Magazine Road and S. Ankeny Blvd.

 

The construction improvements include approximately 6,500 LF of 24-inch diameter feeder main constructed by trenched and trenchless methods, approximately 200 LF of 16-inch diameter water main installed by trenched methods, approximately 10 LF of 12-inch diameter water main installed by trenched methods, and related work including water main connections, valves, hydrants, erosion control, surface restoration and miscellaneous associated work.

 

The bid opening for this project was held on Tuesday, February 13, 2018.  Six (6) bids were received as follows:

 

1.  Graff Excavating, Inc.                  $ 1,468,314.50

2.  On Track Construction, LLC        $ 1,526,560.00

3.  Minger Construction Co., Inc.      $ 1,639,705.70

4.  Synergy Contracting, LLC            $ 1,668,842.80

5.  J & K Contracting                         $ 1,793,037.00

6.  EJM Pipe Services, Inc.               $ 1,835,948.00

 

The Engineer's Estimate for the project was $1,885,755.00.  The bids ranged from approximately 22% below to 3% below the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.   the City has requested and received references from Graff Excavating, Inc., for similar projects and feedback given has been positive.  It is recommended that the project be awarded to Graff Excavating, Inc., of Toledo, Iowa.

 

Pending project approval and award by the City Council, the contractor will be required to start the project no later than April 16, 2018, and they will have 90 Working Days to substantially complete the project.  It is anticipated that substantial completion will be achieved in Fall of 2018.

FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program with construction scheduled for 2018.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($1,885,755.00).

 

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Ash Tower Feeder Main Project.

3. Receive and file the report of bids received on February 13, 2018.

 

4. Approve Resolution, making award of construction contract to Graff Excavating, Inc., of Toledo, Iowa.

5. Approve Resolution, approving contract and bonds with Graff Excavating, Inc.,  in the amount of $1,468,314.50.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
January 15, 2018: The City Council approved a Resolution ordering construction and setting the bid opening date as February 13, 2018, and setting the public hearing date as February 19, 2018.
