SUBJECT:
Consider motion to adopt RESOLUTION authorizing the execution of a Joint City/County Agreement between the City of Ankeny, Iowa and Polk County, Iowa with respect to the proposed Norwoodville Urban Renewal Plan.
EXECUTIVE SUMMARY:

Polk County intends to create an urban renewal area entirely in the County in the area locally known as Norwoodville.  This area is outside of the City of Ankeny (south of I-80), but within two miles of the City's corporate limits; therefore, the County is required by Iowa Code to seek consent from the City before moving forward with their urban renewal plan.  Ankeny, Des Moines, Altoona and Pleasant Hill are all within two miles of the proposed urban renewal area.

The proposed urban renewal plan includes installing sewer infrastructure, minor traffic enhancements and a grant to a development group currently constructing a large warehouse/distribution facility. Most of the area is already developed and according to the proposed plan, installation of sewer infrastructure for existing residential development is the proposed primary use of tax increment funds.

FISCAL IMPACT: No
