SUBJECT:

Proposed Sale of Abandoned Sewer Treatment Site Located on SE Creekview Drive From The City of Ankeny To Midwest Radio, Inc. (PH 2018-19)
EXECUTIVE SUMMARY:
This approximately 3.6 acre parcel is located north of Airgas along the west side of SE Creekview Drive, east of I-35.  It was obtained by the City for use in the sewer treatment process, but has not been used for such purposes in approximately 15 years.  In 2017, IDOT acquired a portion of the west side of the property for the I-35 widening project; the north, east and south sides of the property are adjacent to property owned by Midwest Radio, Inc., the prospective buyer.  Midwest Radio, Inc., has submitted a purchase agreement to the City for the remaining property.  The agreement includes the buyer assuming responsibility for the demolition of the abandoned sewer infrastructure and restrictions on specific land uses currently allowed in the M-1 district.   
FISCAL IMPACT: Yes

The property will be sold for the fair market value of $2.70 per square foot, subject to survey, less $44,000 for demolition costs. The property will contribute to the City's tax base following the transfer of ownership.

To approve the purchase agreement as presented.

No formal action has been taken on this item; however the terms were discussed during two separate closed session meetings with City Council and staff.

ACTION REQUESTED:

Action: Consider a motion to adopt a RESOLUTION making final determination on the potential sale of the abandoned sewer treatment site located on SE Creekview and authorizing the execution of a purchase agreement by and between the City of Ankeny and Midwest Radio, Inc.
