PH 2018-17: Proposed SW 3rd Street Water Main Improvements Project
EXECUTIVE SUMMARY:

The 2018 SW 3rd Street Water Main Improvements projects includes the replacement of the existing water main located on SW 3rd Street between SW Scott Street and SW Maple Street in the City of Ankeny.  The project also includes the construction of angled parking along the south side of the roadway.

 

The construction improvements include approximately 825 LF of 8" Ductile Iron water main, 640 SY of 6" PCC pavement, water services, removal and replacement of driveways and sidewalks.  Other associated improvements include traffic control, erosion control, surface restoration and miscellaneous work necessary to complete the project.

 

The bid opening for this project was held on Tuesday, February 27, 2018.  Two (2) bids were received as follows:

 

1.  Halbrook Excavating                     $ 321,670.00

2.  J&K Contracting, LLC                    $ 333,333.33

 

The Engineer's Estimate for the project was $298,203.30.  The bids ranged from approximately 7.9% over to 11.8% over the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.   Halbrook Excavating has previously completed projects of similar nature for the City, including the NW 18th Street Water Main Extension Project in 2017.  It is recommended that the project be awarded to Halbrook Excavating of Ankeny, Iowa.

 

Due to a lower response to this project, I checked with other plan holders and existing work load and in-ability to start the project until late summer were the responses I received. 

 

Pending project approval and award by the City Council, the contractor will be required to start the project no later than April 16, 2018, and they will have 40 Working Days to substantially complete the project.  It is anticipated that substantial completion will be achieved in Summer of 2018.

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program with construction scheduled for 2018.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($298,203.30).

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the 2018 SW 3rd Street Water Main Improvements project

3. Receive and file the report of bids received on February 27, 2018.

4. Approve Resolution, making award of construction contract to Halbrook Excavating of Ankeny, Iowa.

5. Approve Resolution, approving contract and bonds with Halbrook Excavating in the amount of $321,670.00.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
February 5, 2018: The City Council approved a Resolution ordering construction and setting the public hearing date as March 5, 2018, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Iowa League of Cities and Master Builders of Iowa websites on February 9, 2018 and published in the Des Moines Register on February 16, 2018.
