The 2018 PCC Street Patching Program project includes the full depth removal and replacement of PCC street pavement generally located within the Otter Ridge and Parkview Campus neighborhoods, the intersection of NE 16^th Street with NE Trilein Drive, on SE Oralabor Road between Interstate 35 and SE Creekview Drive, and on West First Street between NW Irvinedale Drive and NW Greenwood Street.  Phase “A” consists of the Otter Ridge and Parkview Campus neighborhoods, along with the NE 16^th Street and SE Oralabor Road patches.  Phase “B” consists of the West First Street patches.

The construction improvements include the removal and replacement of approximately 2,200 SY of 9” PCC pavement, 1,700 SY of 7” PCC pavement, 15 SY of 6” PCC pedestrian ramps, and 25 SY of 4” PCC sidewalk.  Other associated improvements include temporary traffic control, portable dynamic message signs, two intake top rebuilds and miscellaneous associated work necessary to complete the project.  The 9” PCC pavement patches on West First Street will be paved using a C-SUD mix design, and a truss screed will be used.

The bid opening for the project was held on Tuesday, February 27, 2018.  Ten (10) bids were received as follows:

The engineer's estimate for the project was $348,350.00.  The bids ranged from approximately 20% below to 13% above the engineer's estimate.  Public Works staff reviewed the bid results internally.   Howser Concrete Services has previously completed smaller projects of similar nature for the City and has submitted a list of larger scale projects along with references.  They have both the capacity and the technical experience to undertake this project.  It is recommended that the project be awarded to Howser Concrete Services, LLC of Ankeny, Iowa.
 
Pending project approval and award by the City Council, the contractor shall fully complete Phase “A” of the project no later than August 10, 2018 and shall fully complete Phase “B” of the project within thirty (30) working days.  Phase “B” work shall begin no earlier than June 4, 2018 and no later than June 18, 2018.  The Notice to Proceed is expected to be issued in late March 2018.

1.  Hold a hearing on the proposed Contract Documents (plans, specifications and form of contract) and estimated cost ($348,350.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for the 2018 PCC Street Patching Program project.

3.  Receive and file the report of bids received on February 27, 2018.

4.  Approve Resolution making award of construction contract to Howser Concrete Services, LLC of Ankeny, Iowa.

5.  Approve Resolution approving contract and bonds with Howser Concrete Services, LLC in the amount of $279,625.00.

February 5, 2018: The City Council approved a Resolution ordering construction and setting the public hearing date as March 5, 2018, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Iowa League of Cities and Master Builders of Iowa websites on February 9, 2018 and published in the Des Moines Register on February 16, 2018.
