PH 2018-23: Proposed Ankeny Kirkendall Public Library Project
EXECUTIVE SUMMARY:

The is the public hearing for considering the bids and, pending council approval,  awarding the contract for the construction of the new facility.

 

As Council is aware, this project entails the construction of a new, two-story library building of approximately 55,000 square feet located on SW District Drive. The project scope includes all construction elements needed to build the facility, such as civil, landscaping, architectural, structural, mechanical, electrical, and technology systems.  The building will consist of structural steel members, membrane roof, pre-cast concrete wall panels, aluminum curtain walls, and metal trim panels.  Interior construction includes drywall, glazing, wood wall panels, acoustical ceilings, carpet and terrazzo floors.   

 

The bid opening for this project was held on Thursday, March 8, 2018.  The bid proposal included a base bid with seven alternates for the addition / deletion of specific items to  or from the project.  The main purpose for these alternates was to allow the city to adjust the total project cost if the bids were to come in above the project's construction budget.  The alternates include:

 

1.  Expand the parking lot

2.  Reduce the area to be sodded and replace with seeding.

3.  Reduce the curtain walls.

4.  Remove the interior cherry wood grain patterned wall panels.

5.  Reduce the amount of terrazzo flooring .

6.  Utilize a hook system for data cable installation instead of a channel system.  

7.  Utilize PVC storm sewers instead of RCP concrete storm sewers.

 

Interest in the project was very strong and we were fortunate to receive 12 very competitive bids as follows:    

 

1.  Stahl Construction (Urbandale) = $12,725,000

2.  Henkel Construction (Mason City) = $13,149,500

3.  Ball Team Construction (Des Moines) = $13,217,000

4.  Covenant Construction (Clive) = $13,350,000

5.  Edge Commercial (Grimes) = $13,470,000

6.  HPC Construction (Ames) = $13,500,000

7.  Henning Company, LLC (Johnston) = $13,600,700

8.  Dean Snyder Construction (Ankeny) $13,630,000

9.  Neumann Brothers (Des Moines) = $13,740,000

10.  Rochon Corporation (Urbandale) = $13,848,000

11.  Lang Construction (WDM) = $13,995,000

12.  Baxter Construction (Des Moines) = $14,100,000

 

The estimate for the library project, as prepared by OPN Architects, was $15,000,000.  All twelve bids were below this amount with the low bid as submitted by Stahl Construction being 15% below the estimate.  The seven alternates have a minimal effect on the overall project cost, and are included in the attached bid tabulation.  Staff is recommending that the base bid submitted by Stahl be accepted, along with Alternate No. 1, which adds to the project a bay of parking stalls that were removed from the base bid.  This alternate will add $42,000.00 to the project cost.

 

OPN Architects has advised that Stahl Construction has a record of completing projects similar in scope and complexity to the library and that they have the experience and abilities to complete this project.  It is recommended that the project be awarded to Stahl Construction of Urbandale in the amount of $12,767,000.00.  Pending Council award, the contracts and bonds will be presented for approval and signature by the Mayor at the April 2, 2018 council meeting.    

 

FISCAL IMPACT: Yes
This project is included in the current Capital Improvements Program.  The competitive bid that was received will allow for the amount of borrowing for the project to be reduced.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($15,000,000.00).

 

2. Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the Ankeny Kirkendall Library Project.

3. Receive and file the report of bids received on March 8, 2018.

 

4. Approve Resolution, making award of construction contract to Stahl Construction, Inc. of Urbandale, Iowa in the amount of $12,767,000.00.


PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
February 5, 2018: The City Council approved a Resolution ordering construction and setting the bid opening date as March 8, 2018, and setting the public hearing date as March 19, 2018.
