PH 2018-26: Proposed SW Market Street Extension
EXECUTIVE SUMMARY:

The SW Market Street Extension project includes the construction of SW Market Street from the northerly end of the existing SW Market Street to the existing intersection with SW District Drive, construction of SW Park Square Drive from SW Market Street to the westerly end of existing SW Park Square Drive, construction of SW 16th Street from SW State Street to SW Market Street, and a right turn lane on SW State Street onto SW 16th Street, in the City of Ankeny.

 

The construction improvements include storm sewer installation, trenched and trenchless water main installation, earthwork excavation, subgrade preparation, subbase placement, 7” PCC street paving, 9” PCC street paving, and 6” PCC sidewalk paving.  3,400 SF of permeable parking pavers will be constructed as part of this project. Other associated improvements include temporary erosion and sediment controls, light pole installation, conduit installation, electrical work, SWPPP management, pavement markings, and miscellaneous associated work.

 

The bid opening for the project was held on Tuesday, March 27, 2018.  Six (6) bids were received as follows:

1. Sternquist Construction                   $813,616.76
2. Concrete Technologies, Inc.            $821,037.85

3. Manatt's, Inc.                                   $870,589.39

4. Halbrook Excavating                        $909,752.50

5. TK Concrete                                    $978,712.00

6. MPS Engineers, PC                        $1,018,253.40

 

The engineer's estimate for the project was $949,436.50.  The bids ranged from approximately 14% below to 7% above the engineer's estimate.  Public Works staff reviewed the bid results internally and with the consulting engineering firm who designed the project.  Sternquist Construction has previously completed projects of similar nature for the City.  They have the capacity and the technical experience to undertake this project.  It is recommended that the project be awarded to Sternquist Construction of Indianola, Iowa.

 

Pending project approval and award by the City Council,  the Contractor shall substantially complete the project within eighty (80) working days. Substantially complete shall be defined as all utility, grading, and pavement construction being completed, with the new streets, driveways, and sidewalks being fully open to traffic. The construction of the SW State Street right-turn lane shall be completed within (14) consecutive calendar days, and must be completed by August 17, 2018.  Should the Contractor fail to substantially complete the work in this timeframe, liquidated damages of One Thousand Dollars ($1000.00) per calendar day will be assessed for work not completed within the designated Contract term(s).

 

The Contractor shall fully complete the project within ten (10) working days after the project has been substantially completed.  Fully complete shall be defined as all surface restoration being completed, and all improvements being ready for final acceptance.  Should the Contractor fail to fully complete the work in this timeframe, liquidated damages of Five Hundred Dollars ($500.00) per calendar day will be assessed for work not completed within the designated Contract term(s).

FISCAL IMPACT: No
This project is included in the City's current Capital Improvement Program (CIP) with construction scheduled for 2018.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated total cost ($949,436.50).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the SW Market Street Extension project.

3.  Receive and file the report of bids received on March 27, 2018.

4.  Approve Resolution making award of construction contract to Sternquist Construction of Indianola, Iowa.

5.  Approve Resolution approving contract and bonds with Sternquist Construction in the amount of $813,616.76.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

March 5, 2018: The City Council approved a Resolution ordering construction and setting the public hearing date as April 2, 2018 and the bid letting date as March 27, 2018.
