The action before the City Council is the approval of a Professional Services Agreement with HDR Engineering, Inc., for the engineering services needed for the Sanitary Sewer Study and Master Plan.
The purpose of the Sanitary Sewer Study and Master Plan is to provide an assessment of the City's existing sanitary sewer system and policies, determine the future needs and provide recommendations for modifications or improvements. The Plan will include information on the existing system, an inventory and condition of the City's sanitary sewer assets, the completion of hydraulic modeling to determine system deficiencies, capital needs, project prioritization and financial needs. The Plan will also identify future growth considerations and policy recommendations. In addition, a protocol will be established to review and update the information within the Plan on a routine basis. This information will be used for CIP planning and budgeting purposes.
The Municipal Utilities Department proposes to use HDR Engineering, Inc., to complete the necessary engineering services for the Sanitary Sewer Study and Master Plan. The City solicited a Request for Qualifications (RFQ) from potential engineering consultants for the study and master plan. The City received RFQ submittal information from ten (10) consultants. The consultant selection committee, comprised of five staff members from the Municipal Utilities Department and City Management, evaluated and ranked each submittal independently. Staff determined the three highest ranked consultants and then interviewed all three. Based on the RFQ submittal information and interviews, the consultant selection committee selected HDR Engineering, Inc., for the Sanitary Sewer Study and Master Plan. The scope of professional services and corresponding fees are shown in the attached Professional Services Agreement. The total fee for the professional services is $239,074.00. It is anticipated that the project will be substantially completed by May of 2019.
