The actions before the Council are the acceptance of the Certificate of Completion, passage of a Resolution accepting the public improvements and approval of the Retainage Payment to Graff Excavating, Inc. for the Ash Tower Feeder Main project.

The Ash Tower Feeder Main project is now complete including all final surface restoration.  A series of actions are needed in order to close out this construction project:

a)  Engineer's Certificate of Completion:  The attached Certificate of Completion from the project engineer states that the work performed was in substantial compliance with the plans and specifications and that the final contract amount is $1,425,541.61.

b)  Resolution accepting the public improvements:  This Resolution approves and adopts the Engineer's Certificate of Completion for the Ash Tower Feeder Main project and establishes the final contract amount to be $1,425,541.61.

c) Retainage Payment:  Graff Excavating, Inc. = $71,277.08.

It is recommended he retainage be approved for payment 31 days from the date of acceptance of the project, in accordance with the terms of the contract.

It is recommended that the Council take the following actions:

1.  Accept the Certificate of Completion from the project engineer for the Ash Tower Feeder Main project.

2.  Adopt the Resolution accepting the Ash Tower Feeder Main project with Halbrook Excavating in the final contract amount of $1,425,541.61.

3.  Authorize Release of Retainage Payment to Graff Excavating, Inc. in the amount of $71,277.08 in accordance with the terms of the contract.
