This revision includes amendment to the City's purchasing policy to incorporate changes related to bidding thresholds for construction of public improvements, effective January 1, 2019. For cities greater than 50,000 population, the threshold for horizontal infrastructure (highway, bridge and culvert projects) increased from $67,000 to $69,000 for competitive bids, with projects under $69,000 requiring competitive quotes. For cities greater than 50,000 population, the threshold for vertical infrastructure (buildings, utilities, sidewalks, trails, etc.) increased from $75,000 to $77,000 for competitive quotes and from $135,000 to $139,000 for competitive bids.
This revision also includes updating the maximum amount that the City Manager has authorization to affirm public improvement purchase contracts from $25,000 to $50,000 to be in conformity with City Code Chapter 19.04.08 regarding the City Manager's Duties and Powers.
The last revision increases the minimum threshold requirement for obtaining a purchase order from $500 to $1,000. This updated amount is in line with other metro cities. The minimum purchase order amount was last changed in September 2011. |
