West First Street Widening and Improvements - Phase 1

Professional Services Agreement with Foth Infrastructure and Environment, LLC

EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with Foth Infrastructure and Environment, LLC for the survey and mapping and functional design engineering services needed for the West First Street Widening and Improvements - Phase 1 project.

 

The purpose of the project is to reconstruct West First Street from just east of SW Scott Street to just east of SW Logan Street.  Existing West First Street in this area is a four-lane undivided street that is nearing the end of its useful life and the storm sewer system needs to be improved.  The project proposes to construct a new five-lane street with a continuous two-way left turn lane along with providing dedicated left turn lanes for the signalized intersections at NW Ash Drive / SW Cherry Street and at NW/SW School Street.  The proposed improvements will improve traffic mobility and safety along the corridor.

 

The functional design of the project needs to be undertaken at this time so that the project schedule can be maintained.  The project will also require coordination with the Iowa DOT due to the Federal-aid Swap Surface Transportation Block Grant (STGB) funding in the amount of $2,530,000 that has been secured for the project.

 

The Public Works Department proposes to use Foth Infrastructure and Environment, LLC to complete the necessary functional design engineering services for the project, including drainage analysis, topographic survey and base mapping.  Foth received the highest rating on the Request for Qualifications (RFQ) process undertaken by the Public Works Department this fall and they have extensive experience working with other municipalities and the Iowa DOT on these types of projects.  The scope of the functional design engineering services, along with the corresponding fees for these services, are shown in the attached Professional Services Agreement.  The total fee for the functional design engineering services is $237,720.00.  Upon successful completion of the functional design, this Agreement will be amended to include the preliminary and final design engineering services.

 

This project will be bid through the Iowa DOT letting process.  It is anticipated that the project will be bid out in early 2020 for construction in 2020 and 2021.

 

It is recommended that the City Council approve the Professional Services Agreement with Foth Infrastructure and Environment, LLC.

 
FISCAL IMPACT: Yes
This project is included in the City of Ankeny's 2018-2022 Capital Improvement Program for design in 2018 and 2019 and construction in 2020 and 2021.
CITY MANAGER'S RECOMMENDATIONS:
Approve the Professional Services Agreement with Foth Infrastructure and Environment, LLC for the functional design engineering services on the West First Street Widening and Improvements - Phase 1 project in an amount not to exceed $237,720.00 and authorize the Mayor to execute said agreement.
