Ankeny Public Services Building Renovation

Professional Services Agreement with SVPA Architects Inc.

EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with SVPA Architects Inc., for the architectural services required to renovate and remodel the existing Kirkendall Library Building into the new Public Services Building.

With the new Ankeny Kirkendall Public Library Building under construction within Prairie Trail, the design services needed to renovate the existing library building should commence at this time.  Staff's intent is to initiate the design now, so that the renovation work can begin as soon as the new library is completed and the existing library can be vacated by the library staff.  The preliminary schedule for the project is as follows:

January, 2019:  Renovation design initiated (this meeting)

June - Sept., 2019:  New library is completed and move-in commences

August, 2019:  Renovation design completed and project is bid

September, 2019:  Renovation construction begins if building available

June - July 2020:  Substantial completion of building renovation

The conceptual costs for the building renovation are estimated to be $3.9 Million plus construction contingencies.  The scope of services for the project include:

- Remodeling of the main floor into offices to house the 50+ employees within the current Public Services Building at 220 West First Street. Include meeting rooms, mud room, break room, bathrooms and other facilities as required.

- Construct a new public lobby to accommodate the four public service departments.

- Provide a new entrance / building face on the west side of the building.

- Redo and update the HVAC system within the building.

- Provide complete network services and multi-media equipment.

- Regrade around the building and repair the subsurface drainage system as needed to eliminate groundwater intrusion into the basement.

- Completely reconstruct the parking lot, with sizing as appropriate for the building's office use.

- Address traffic access and flow by possibly adding a second entrance and driveway.

- Provide commissioning services for the HVAC and lighting control within the building.

- Provide design and bidding assistance for the acquisition of the fixtures, furniture and equipment (FF&E) needed within the building.

SVPA Architects was chosen for this project after management conducted a proposal process including interviews of select architectural firms.  A request for proposals was mailed to ten local firms.  Five firms submitted proposals and three were interviewed.  SVPA was chosen based on their project approach, scope identification and team qualifications.  SVPA has worked with the city on past projects including Fire Station #2 and Fire Station #3.  They also have a strong history of completing municipal building projects including the City of Urbandale office complex and City of Norwalk City Hall. 

SVPA proposes to provide the architectural services needed for this renovation project as follows:

- Design Phase Fees = $280,800

  (Programming, design, construction documents, bidding, construction admin.)

- Assistance with FF&E Procurement = $30,000

- HVAC and Lighting Control Commissioning = $21,900

- Reimbursable Expenses = $15,000

Total Architectural Services = $347,700

It is recommended that the City Council approve the Professional Services Agreement with SVPA Architects Inc.


FISCAL IMPACT: No
This project is included in the City of Ankeny's 2018-2022 Capital Improvement Program for design in 2019 and construction in 2020. 
CITY MANAGER'S RECOMMENDATIONS:
Approve the Professional Services Agreement with SVPA Architects, Inc., for the architectural design and construction administration services needed to facilitate the Ankeny Public Services Building Renovation project in an amount not to exceed $347,700.00 and authorize the Mayor to execute said agreement.
