Proposed SE Four Mile Drive Asphalt Overlay Project

Cooperative Public Service Agreement with Polk County
EXECUTIVE SUMMARY:

The SE Four Mile Drive Asphalt Overlay Project is included in the City of Ankeny's 2019 - 2023 Capital Improvements Program.  The project involves a Hot Mix Asphalt (HMA) overlay of SE Four Mile Drive / County NE 29th Street from approximately 0.25-mile south of SE 90th St. / County NE 54th Ave. north to approximately 0.7-mile south of SE Oralabor Rd. / County NE 78th Ave.  The majority of this segment of SE Four Mile Dr. / County NE 29th St. was last overlaid in 1997 and the existing pavement surface is in poor condition.

 

Since this project is located on a joint jurisdictional (border) street between Polk County and Ankeny, Polk County plans on completing the design and construction of the proposed HMA overlay on the street.  Polk County has submitted an agreement to facilitate the cost sharing on the project.  It is recommended that the City Council approve this agreement so that the project can be designed and constructed by Polk County during the 2019 construction season.
FISCAL IMPACT: Yes
The project is included in the City's 2019 - 2023 Capital Improvements Program with construction scheduled for 2019.  Polk County will provide the design and inspection services for the project without reimbursement by the City.  The City's estimated cost share for the project's construction is $293,400.  The actual construction costs and subsequent reimbursement payment to Polk County will be based on the actual quantities used and the contract unit prices. 
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the City Council take the following action:

 

1.  Consider motion to adopt Resolution to authorize the execution of a Cooperative Public Service Agreement between Polk County, Iowa and the City of Ankeny, Iowa for the sharing of project costs for the SE Four Mile Drive Asphalt Overlay Project.
