The NE 54^th Street Bridge Replacement oOer Branch of Fourmile Creek project includes the removal and replacement of the existing roadway bridge, reconstruction of the existing roadway, and 8-ft. & 5-ft. sidewalk connections on NE 54^th Street between NE Briarwood Drive and NE Hillcrest Drive in the City of Ankeny.

The construction improvements include earthwork, removals, construction of a 70’ x 32’ continuous concrete slab bridge with 10’ trail and 5’sidewalk, PCC street and sidewalk paving, storm sewer and water system infrastructure improvements, erosion control, traffic control, pavement markings, native grass and seed surface restoration, required testing and miscellaneous associated work necessary to complete the project.

The majority of this project's construction is being funded through the federal-aid Swap City Highway Bridge Program (HBP) and Surface Transportation Block Grant (STBG) Program, so the project was bid through the Iowa Department of Transportation (DOT).  The bid opening for the project was held by the Iowa DOT on Wednesday, January 16, 2019.  Four (4) bids were received as follows:

1.  Herberger Construction Co., Inc.                 $1,278,252.59
2.  Hentges, S.M. & Sons, Inc.                          $1,289,657.29

3.  Jensen Construction Co.                              $1,452,260.85

4.  Jenco Construction, Inc.                               $1,548,247.18

The engineer's estimate for the project was $1,284,406.60.  The bids ranged from approximately 0.5% below to 21% above the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.   Herberger Construction Co., Inc., has previously completed projects of similar nature in this area, and they have the technical experience to undertake this project.  It is recommended that the project be awarded to Herberger Construction Co., Inc., of Indianola, Iowa.
 
Pending project approval and award by the City Council, the contractor will have one hundred (100) working days to complete the project, and the Notice to Proceed is expected to be issued on or before May 13, 2019.  It is anticipated that the project will be completed in the fall of 2019.

July 16, 2018:  Adopted a Resolution setting the Public Hearing date as August 20, 2018 in accordance with the Notice of Intent to Commence a Public Improvement Project and to Acquire Property Interests, which was published in the Des Moines Register on August 3, 2018.

August 20, 2018:  Held a Public Hearing and approved a Resolution authorizing the acquisition of property and property interests for the project.

August 20, 2018: The City Council approved an Agreement with the Iowa DOT to facilitate the federal-aid Swap HBP funding for the project. 

October 15, 2018 and November 19, 2018: The City Council approved an Agreement  and Amendment to the Agreement, respectively, with the Iowa DOT to facilitate the federal-aid Swap STBG funding for the project. 

December 17, 2018: The City Council approved a Resolution ordering construction and setting the public hearing date as February 4, 2019, in accordance with the Notice of Public Hearing which was published in the Des Moines Register on January 18, 2019.

A project information meeting was held on July 11, 2018 for property owners within the project corridor.

Legal publication and Notice of Intent to Commence a Public Improvement Project and to Acquire Property Interests was mailed to affected property owners as required by law.

Public notifications will be provided during the construction phase.

Action: Consider motion to adopt 1) RESOLUTION adopting plans, specifications, form of contract and estimate of cost ($1,284,406.60); 2) receive and file report of bids received January 16, 2019; and 3) adopt RESOLUTION making award of construction contract with Herberger Construction Co., Inc. of Indianola, Iowa, in the amount of $1,278,252.59 for the NE 54th Street Bridge Replacement Over Branch of Fourmile Creek project.

Action: Consider motion to adopt RESOLUTION approving construction contract and bond with Herberger Construction Co., Inc. of Indianola, Iowa, in the amount of $1,278,252.59 for the NE 54th Street Bridge Replacement Over Branch of Fourmile Creek project.
