SUBJECT:
Proposed S. Ankeny Blvd & SE Shurfine Dr/SW Prairie Trail Parkway Intersection Improvements Project (PH 2019-08)
EXECUTIVE SUMMARY:

The South Ankeny Boulevard and SE Shurfine Drive / SW Prairie Trail Parkway Intersection Improvements project includes reconstruction of South Ankeny Boulevard from approximately 900 feet south of SE Shurfine Drive to approximately 1,000 feet north of SE Shurfine Drive, construction of SW Prairie Trail Parkway from just east of SW School Street to South Ankeny Boulevard and widening approximately 400 feet of SE Shurfine Drive from South Ankeny Boulevard to the east.  The project also consists of earthwork, PCC sidewalk pavement, water main, storm sewer, new traffic signalization and other associated work generally located both west and east of the South Ankeny Boulevard and SE Shurfine Drive / SW Prairie Trail Parkway intersection.

 

The improvements include construction of approximately 9,200 CY of earthwork, 2,350 LF of RCP storm sewer between 15-inch diameter and 42-inch diameter, 22 storm sewer structures, 1,055 LF of 10-inch water main, 275 LF of trenched 36-inch steel casing pipe, 150 LF of precast 12’x4’ RCB culvert with precast headwalls, 3,815 SY of 8-inch PCC pavement, 11,470 SY of 10-inch PCC pavement, 1,640 SY of PCC sidewalk, temporary and permanent traffic signalization, subgrade preparation, modified subbase, subdrain, pavement removal, traffic control, pavement markings, erosion control and miscellaneous associated work necessary to complete the project.

 

The bid opening for the project was held on Tuesday, February 12, 2019.  Six (6) bids were received as follows:

1. Alliance Construction Group          $3,250,236.25
2. Concrete Technologies                  $3,572,572.72

3. Absolute Concrete                         $3,694,470.90

4. Halbrook Excavating                     $3,996,261.00

5. Rognes Corp.                                $4,183,883.20

6. Hawkeye Paving                           $4,408,357.32

 

The engineer's estimate for the project was $3,382,328.00.  The bids ranged from approximately 4% below to 30% above the engineer's estimate.  Public Works staff reviewed the bid results internally and with the consulting engineering firm who designed the project.  Alliance Construction Group, LLC has previously completed projects of similar nature for the City of Ankeny and Des Moines Metro municipalities.  They have the capacity and the technical experience to undertake this project.  It is recommended that the project be awarded to Alliance Construction Group, LLC of Grimes, Iowa.

 

Pending project approval and award by the City Council, the contractor shall substantially complete the overall project within one hundred thirty (130) working days and shall fully complete the overall project within ten (10) additional working days.  The Notice to Proceed is expected to be issued in late March 2019.

 

Should the Contractor succeed in substantially completing the work in less than one hundred thirty (130) working days, an enhancement of payment in the amount of Two Thousand Dollars ($2,000.00) per working day remaining within the one hundred thirty (130) working day deadline, up to a maximum of Fifty Thousand Dollars ($50,000.00) will be issued to the Contractor.

FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program with construction scheduled for 2019.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the Council take the following action:

 

1. Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($3,382,328.00).

 

2. Approve Resolution, adopting said plans, specifications, form of contract and estimated cost for the S. Ankeny Blvd & SE Shurfine Dr/SW Prairie Trail Parkway Intersection Improvements Project.

3.  Receive and file the report of bids received on February 12, 2019.

 

4. Approve Resolution, making award of construction contract to South Ankeny Boulevard and SE Shurfine Drive / SW Prairie Trail Parkway Intersection Improvements project.

5. Approve Resolution, approving contract and bonds with Alliance Construction Group in the amount of $ 3,250,236.25.

PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):

January 21, 2019: The City Council approved a Resolution ordering construction and setting the public hearing date as February 12, 2019, in accordance with the Notice to Bidders and Notice of Public Hearing which was posted on the Iowa League of Cities and Master Builders of Iowa websites on January 25, 2019 and published in the Des Moines Register on February 1, 2019.

PUBLIC OUTREACH EFFORTS:

A project information meeting was held on September 13, 2018 for property owners and tenants within and adjacent to the project corridor.

 

News releases for the general public and notification letters for the adjacent property owners and tenants will be provided before and during the construction phase.
ACTION REQUESTED:

Action: Consider motion to:  1) adopt RESOLUTION adopting plans, specifications, form of contract, estimate of cost ($3,382,328.00) and enhancement of payment; 2) receive and file report of bids received February 12, 2019; and 3) adopt RESOLUTION making award of construction contract with Alliance Construction Group, LLC of Grimes, Iowa, in the amount of $3,250,236.25 for the South Ankeny Boulevard and SE Shurfine Drive/SW Prairie Trail Parkway Intersection Improvements.

Action: Consider motion to adopt RESOLUTION approving construction contract and bond with Alliance Construction Group, LLC of Grimes, Iowa, in the amount of $3,250,236.25 for the South Ankeny Boulevard and SE Shurfine Drive/SW Prairie Trail Parkway Intersection Improvements.
