Proposed 2019 PCC Street Patching Program

EXECUTIVE SUMMARY:

The action before the Council is the adoption of a resolution regarding the 2019 PCC Street Patching Program project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract) and estimated total cost and setting a date for the filing of bids on the project.

The 2019 PCC Street Patching Program project includes the full depth removal and replacement of PCC street pavement at four (4) separate locations, generally located on West First Street (eastbound) east of SW Irvinedale Drive, SE Peterson Drive west of SE Wanda Drive, SE Chaparal Drive west of SE Michael Drive, and SW Timbergreen Road east of SW Court Avenue.  Each of the locations will require a full closure of the street during construction.

 

The construction improvements include the removal and replacement of approximately 2,400 SY of 9” PCC pavement, 1,250 SY of 8” PCC pavement, 1,250 SY of 7” PCC pavement, 25 SY of 6” PCC pedestrian ramps, and 50 SY of 4” PCC sidewalk.  Other associated improvements include temporary traffic control, portable dynamic message signs, four cast-in-place intakes, and miscellaneous associated work necessary to complete the project.


The project is being presented for bidding at this time.  Pending project approval and award, the Contractor shall substantially complete each of the four (4) separate locations within a specified number of working days for each location as noted:  West First Street – twenty-five (25) Working Days, SE Peterson Drive – twenty (20) Working Days, SE Chaparal Drive – ten (10) Working Days, and SW Timbergreen Road – five (5) Working Days.  The Contractor shall fully complete the overall project no later than September 14, 2019.

 

Council approval at this time will set the following schedule for the proceedings:


1. Set Date of Bid Opening and Public Hearing:  March 4, 2019

 

2. Post Notice to Bidders and Notice of Public Hearing:  March 8, 2019

3. Publish Notice to Bidders and Notice of Public of Hearing:  March 15, 2019

4. Bid Opening (10:30 A.M., City Hall):  March 26, 2019

5. Public Hearing and Award Contract:  April 1, 2019
(Hold Public Hearing on the plans, specifications, form of contract and estimated total cost, review bids, award contract and approve contract and bonds.)

 
FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program with construction scheduled for 2019.
CITY MANAGER'S RECOMMENDATIONS:
It is recommended that the Council take the following action:

1. Adopt Resolution ordering construction and setting the bid opening date as March 26, 2019 and setting the public hearing date as April 1, 2019 for the 2019 PCC Street Patching Program project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted to the Iowa League of Cities and the Master Builders of Iowa websites on March 8, 2019 and published in the Des Moines Register on March 15, 2019.
