SUBJECT:

Consider motion to approve the purchase of a 2019 Type I Braun Ambulance from North Central Emergency Vehicles in the amount of $285,709 through the Houston-Galveston Area Council (HGAC) Cooperative Purchasing Agreement.

EXECUTIVE SUMMARY:

The Ankeny Fire Department is requesting to purchase a 2019 Type I Braun Ambulance approved in the FY 2019 Budget at $310,000.

An Ambulance Specification Team comprised of department personnel (officers, engineers and firefighter/paramedics) and a representative of the Central Garage staff was assembled and developed the specifications for this ambulance. The specifications were developed with the following goals:

  • Improve occupant safety
  • Comparable design with existing ambulances
  • Assure the ability for future remount of the ambulance module on a new chassis
  • Meet or exceed Federal Motor Vehicle Safety Standards (FMVSS), KKK-A-1822F and Ambulance Manufacturer Division Standards (AMD)
  • Work toward compliance with NFPA 1917 Standard for Automotive Ambulances   
FISCAL IMPACT: Yes

Requests for ambulance quotations were submitted to four vendors from the HGAC Cooperative Purchasing Agreement list of approved vendors. One vendor declined to submit a proposal, three proposals were received from the following vendors:

  1. Klocke  Emergency Vehicles, representing Lifeline Ambulance of Sumner, IA - $278,101

  2. North Central Emergency Vehicles, representing Braun Ambulance of Van Wert, OH - $285,709

  3. Foster Coach Sales representing, Horton Ambulance of Grove City, OH - $297,777

The Ambulance Specification Team conducted an in-depth review of each proposal. The proposals received from North Central Emergency Vehicles and Foster Coach Sales met the requirements of the department’s proposal requirements and design specifications. Meetings were held with both of these vendors to review the proposals provided and answer any questions that were identified during review of the proposal.

The proposal received from Klocke Emergency Vehicles did not meet the department’s proposal requirements or design specifications.
