Consider motion to adopt RESOLUTION authorizing the execution of a 28E Agreement with the City of Des Moines Municipal Housing Agency made pursuant to Iowa Code Chapter 28E for the Housing Choice Voucher Program (Section 8) Administration Payment. 
EXECUTIVE SUMMARY:

Proposed is a 28E agreement with the City of Des Moines to continue to provide Section 8 administration. The agreement is for three years, with the ability to renew for two three-year terms by mutual agreement.

FISCAL IMPACT: Yes
The agreement requires the City of Ankeny to pay for its pro-rata share of any annual deficit incurred by the City of Des Moines related to administering the Section 8 program. The amount owed in a given year is determined based on 50% of the proportion of Ankeny’s population relative to that of the greater Des Moines metro; plus 25% of the amount owed based on the percentage of vouchers held by Ankeny at the midpoint of the fiscal year; plus 25% of the amount owed based on the percentage of vouchers held by Ankeny at the end of the fiscal year. Since exact costs won’t be known until after the fiscal year ends, the fiscal year 2020 budget includes a placeholder amount.
