Proposed SE Hulsizer Road Re-Alignment
Professional Services Agreement with Civil Design Advantage
EXECUTIVE SUMMARY:

The action before the City Council is the approval of a Professional Services Agreement with Civil Design Advantage for design engineering and bidding phase services needed for the SE Hulsizer Road Re-Alignment project. This project will realign SE Hulsizer Road from SE Oralabor Road north to approximately 400 feet south of SE Dalbey Drive.  The new street will connect to SE Oralabor Road, directly across from NE 19th Lane where it will provide adequate spacing from the adjacent signalized intersections so that a traffic signal could be added at the realigned intersection.  The scope of the project includes approximately 1165 linear feet of full street construction, public utility improvements, new sidewalks, and adding a traffic signal at the realigned SE Hulsizer Road/NE 19th Lane and SE Oralabor Road intersection.  

 

The design of this project needs to be undertaken at this time so that the project schedule can be maintained.  The Public Works Department proposes to use Civil Design Advantage to complete the necessary design engineering and bidding phase services for the project, as they assisted with the concept and RISE funding application and have experience working on these types of projects.  The scope of the design engineering and bidding phase services and corresponding fees for the services are shown in the attached Engineering Services Agreement.  The total fee for engineering services is $225,354.00.

 

It is anticipated that this project will be bid in March 2020 for construction in 2020.  It is recommended that the City Council approve the Professional Services Agreement with Civil Design Advantage.

FISCAL IMPACT: No
This project is included in the City of Ankeny's 2019-2023 Capital Improvement Program for design in 2019 and construction in 2020.  This project is being financed with a combination of RISE (Revitalize Iowa's Sound Economy Program) funding and TIF Abated G.O. Bonds.
CITY MANAGER'S RECOMMENDATIONS:
Approve the Professional Services Agreement with Civil Design Advantage, for design engineering and bidding phases services for the SE Hulsizer Road Re-Alignment project in an amount not-to-exceed $225,354.00 and authorize the Mayor to execute said Agreement.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
2/18/2019: Authorized execution of Agreement between Iowa Department of Transportation and the City of Ankeny to facilitate the use of Revitalize Iowa's Sound Economy (RISE) Program Funding for the Hicklin Industrial Park Project. (Project No: RM-0187(639)--9D-77; IDOT Agreement No: 2018-R-006)
