EXECUTIVE SUMMARY:

The action before the Council is the adoption of a Resolution regarding the High Trestle Trail Extension - SW Ordnance Road to SE Magazine Road project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract), estimated total cost and enhancement of payment; and setting a date for the filing of bids on the project.

 

This project was originally bid on January 29, 2019.  Bids were rejected at the February 4, 2019 Council Meeting due to higher than anticipated bid prices.  The project has been repackaged with revisions to the construction staging, allowable number of working days, and some construction methods after considering input from plan holders who either submitted high bid prices or were unable to bid on the previous version of the project.  Construction is now proposed to begin in 2019 and be completed in 2020.

 

The High Trestle Trail Extension - SW Ordnance Road to SE Magazine Road project consists of the construction of a PCC trail along old railroad grade and under US Highway 69 by means of a cast-in-place RCB pedestrian tunnel with formliner.  The project also consists of earthwork, PCC street pavement, water main, storm sewer, traffic signal modifications and other similar items generally located both west and east of South Ankeny Boulevard/US Highway 69 and north of the SW Ordnance Road & South Ankeny Boulevard intersection.

 

The construction improvements include approximately 6,700 CY of earthwork, 710 LF of storm sewer and culvert, 275 LF of 16-inch water main, 170 LF of trenchless 16-inch water main in 30-inch steel casing pipe, 3,440 SY of 6-inch PCC trail, 250 CY of cast-in-place RCB pedestrian tunnel with formliner, tunnel lighting, tunnel fencing, traffic signal modifications, subgrade preparation, modified subbase, subdrain, and removal and replacement of roadway pavement and sidewalks, traffic control, erosion control, surface restoration and miscellaneous associated work necessary to complete the project.

 

The project is being presented for bidding at this time.  Pending project approval and award by the City Council, the contractor will be required to start the project no later than July 29, 2019.  They will have 60 working days to substantially complete Site "A" work, which is generally work not impacting vehicular traffic along South Ankeny Boulevard.  The contractor will then have 85 working days beginning no earlier than April 6, 2020 and no later than May 4, 2020, to substantially complete Site "B" work, which is generally work impacting vehicular traffic along South Ankeny Boulevard.  The Contractor will then have 25 working days to substantially complete Site "C" work, which is generally final grading and remaining trail paving.  After the overall project has been substantially completed, the contractor will have 10 working days to fully complete the project.  This schedule should provide a Fall 2020 project completion.  Council approval at this time will set the following schedule for the proceedings:

1. Set Date of Bid Opening and Public Hearing:  April 15, 2019

 

2. Post Notice to Bidders and Notice of Public Hearing:  April 19, 2019

 

3. Publish Notice to Bidders and Notice of Public of Hearing:  May 3, 2019

4. Bid Opening (10:30 A.M., City Hall):  May 14, 2019

5. Public Hearing and Award Contract:  May 20, 2019
(Hold Public Hearing on the plans, specifications, form of contract, estimated total cost and enhancement of payment; review bids, award contract and approve contract and bonds.)

FISCAL IMPACT: No
This project is included in the City's current Capital Improvements Program with construction scheduled for 2019.
CITY MANAGER'S RECOMMENDATIONS:
It is recommended that the Council take the following action:

1. Adopt Resolution ordering construction and setting the bid opening date as May 14, 2019 and setting the public hearing date as May 20, 2019 for the High Trestle Trail Extension - SW Ordnance Road to SE Magazine Road project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted on the Iowa League of Cities and Master Builders of Iowa websites on April 19, 2019 and to be published in the Des Moines Register on May 3, 2019.

March 5, 2018: Adoption of a RESOLUTION authorizing the execution of a Cooperative Agreement for Primary Highway Improvement Project between the Iowa Department of Transportation (DOT) and the City of Ankeny, Iowa, for the sharing of project costs for the proposed High Trestle Trail Extension project.

 

July 16, 2018: Notice of Intent to Commence a Public Improvement Project and to Acquire Property Interests

 

August 20, 2018: Public Hearing to Authorize the Acquisition of Property and Property Interests

 

January 7, 2019:  Initiate Proceedings to order construction, set a public hearing date, and setting a date for the filing of bids on the project.

 

February 4, 2019:  Accept Purchase Agreement of permanent sidewalk easement, permanent overland drainage and storm sewer easement and temporary construction easement (1101 N. Ankeny Boulevard - Veridian Credit Union)

 

February 4, 2019:  Accept Purchase Agreement of permanent storm sewer easement and a temporary construction easement (Ankeny High School - Ankeny Community School District, 1155 SW Cherry Street)

 

February 4, 2019: Public Hearing to Adopt Plans, Receive Bids, and Reject Bids

PUBLIC OUTREACH EFFORTS:
City staff and the engineering consultant have been in contact with Veridian Credit Union and Ankeny Community Schools staff members during the design process to discuss project impacts and easement needs.  Additional outreach and a press release are anticipated prior to beginning construction.
ACTION REQUESTED:

Action: Consider motion to adopt RESOLUTION ordering construction on the High Trestle Trail Extension - SW Ordnance Road to SE Magazine Road project and fixing a date for hearing thereon and taking of bids therefor.  (date of bid-letting: 5/14/19 @ 10:30 a.m./date of hrg: 5/20/19 @ 5:30 p.m.)
