Proposed 2019 Asphalt Street Resurfacing Program (PH 2019-35)

2019 ASPHALT STREET RESURFACING PROGRAM

The 2019 Asphalt Street Resurfacing Program project includes existing asphalt street milling and overlaying of NW Weigel Drive between W First Street and NW 5^th Street and NW 8^th Street between NW Polk City Drive/IA Highway 415 and NW Cypress Avenue along with some full-depth asphalt patches in the north Prairie Ridge Sports Complex parking lot in the City of Ankeny.

The construction improvements include traffic control, asphalt street milling and overlaying, full-depth asphalt patches, granular shoulder placement, durable pavement markings and miscellaneous associated work necessary to complete the project.

The bid opening for this project was held on Tuesday, April 30, 2019.  Two (2) bids were received as follows:

The Engineer's Estimate for the project was $151,480.00.  The bids ranged from approximately 5% below to 16% above the estimate.  The City has worked with OMG Midwest, Inc. dba Des Moines Asphalt & Paving in the past, and their recent work on other projects has been good.  It is recommended that the project be awarded to OMG Midwest, Inc. dba Des Moines Asphalt & Paving of Des Moines, Iowa.

Pending project approval and award by the City Council, the contractor will be required to start the project within 10 calendar days after the date set forth in the written Notice to Proceed, (expected start date no later than July 8, 2019), and they will have 20 Working Days to fully complete the project.

This project is included in the City's current Capital Improvements Program with construction scheduled in 2019.

1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($151,480.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the 2019 Asphalt Street Resurfacing Program project.

3.  Receive and file the report of bids received on April 30, 2019.

4.  Approve Resolution, making award of construction contract to OMG Midwest, Inc. dba Des Moines Asphalt & Paving, of Des Moines, Iowa.

5.  Approve Resolution, approving contract and bonds with OMG Midwest, Inc. dba Des Moines Asphalt & Paving, in the amount of $144,302.00.

Action: Consider motion to adopt 1) RESOLUTION adopting plans, specifications, form of contract and estimate of cost ($151,480.00); 2) receive and file report of bids received April 30, 2019; and 3) adopt RESOLUTION making award of construction contract with OMG Midwest, Inc. dba Des Moines Asphalt & Paving in the amount of $144,302.00 for the 2019 Asphalt Street Resurfacing Program.

Action: Consider motion to adopt RESOLUTION approving construction contract and bond with OMG Midwest, Inc., dba Des Moines Asphalt & Paving in the amount of $144,302.00 for the 2019 Asphalt Street Resurfacing Program.
