Resolution
LEGAL:
No Review Required
SUBJECT:
Consider motion to adopt RESOLUTION authorizing the execution of an Agreement for Traffic Safety Improvement Program (TSIP) Funding between the Iowa Department of Transportation (Iowa DOT) and the City of Ankeny, Iowa, for the sharing of project costs for the proposed West First Street Widening and Improvements - Phase 1 project.
EXECUTIVE SUMMARY:

The City of Ankeny is aware of the need to improve traffic safety and operations along the West First Street corridor between SW Scott Street and SW Logan Street.  During the past several years, there have been numerous crashes at the Ash Drive and School Street intersections.  In addition, City growth and development has necessitated a reconfiguration of the existing four-lane street into a five-lane street with dedicated left turn lanes at major intersections and a continuous two-way left turn lane along the corridor and at minor intersections.

A traffic safety and operations study for West First Street along this corridor was completed by Snyder & Associates in 2018, recommending the improvements mentioned above, along with traffic signal modifications and pedestrian ramp improvements.  Given the crash history and traffic volumes along this corridor, the proposed project received funding assistance through the Iowa DOT's Traffic Safety Improvement Program (TSIP).

It is recommended that the execution of the Agreement for Traffic Safety Improvement Program (TSIP) Funding by and between the City of Ankeny and the Iowa DOT be authorized at this time.  The total estimated cost for the project is approximately $6,500,000, of which $500,000 is being funded through the Iowa DOT's TSIP.

FISCAL IMPACT: Yes
This project is included in the current 2019-2023 Capital Improvement Program (CIP) for design in 2019 and construction in 2020 and 2021.  The 2019-2023 CIP assumes that TSIP funding will be used to partially fund construction of the corridor widening and improvements.
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the City Council take the following action:

1.  Adopt Resolution authorizing the execution of an Agreement for Traffic Safety Improvement Program (TSIP) Funding by and between the City of Ankeny and the Iowa Department of Transportation (Iowa DOT) to facilitate the partial funding of the construction of corridor widening and improvements along West First Street from SW Scott Street to SW Logan Street.
