Proposed SW Des Moines Street - Magazine to 11th Project

EXECUTIVE SUMMARY:

The action before the Council is the adoption of a resolution regarding the SW Des Moines Street - Magazine to 11th project which involves ordering construction, setting a public hearing date on the Contract Documents (plans, specifications, form of contract) estimated total cost and setting a date for the filing of bids on the project.

 

The SW Des Moines Street - Magazine to 11th project consists of the construction of SW Des Moines Street from just north of SW Magazine Road to just north of SW 11th Street.  One storm water detention basin and two temporary sediment basins will also be constructed as part of this project.

 

The construction improvements for the street corridor include topsoil stockpile, topsoil respreads, sanitary sewer, storm sewer, water main and a large culvert installation, earthwork excavation, subgrade preparation, PCC street paving with a slip-form paver machine required, PCC sidewalk paving, ADA compliant pedestrian ramps, brick paver installation and traffic sign installation.  The construction improvements for the storm water detention basin include outlet structures, turf reinforcement mats and armor matting.  Other associated improvements include miscellaneous removals, temporary erosion and sediment controls, surface restoration, pavement markings, required testing and miscellaneous associated work.

 

The project is being presented for bidding at this time.  Pending project approval and award, the contractor will be required to complete the project within 110 working days.  Council approval at this time will set the following schedule for the proceedings:

1. Set Date of Bid Opening and Public Hearing:  June 17, 2019

2. Post Notice to Bidders and Notice of Public Hearing:  June 21, 2019

3. Publish Notice to Bidders and Notice of Public of Hearing:  June 28, 2019

4. Bid Opening (10:30 A.M., City Hall):  July 9, 2019

5. Public Hearing and Award Contract:  July 15, 2019
(Hold Public Hearing on the plans, specifications, form of contract, and estimated total cost, review bids, award contract and approve contract and bonds.)
FISCAL IMPACT: No
This project is included in the City's current Capital Improvement Program with construction scheduled for 2019.
CITY MANAGER'S RECOMMENDATIONS:
1. Adopt Resolution ordering construction and setting the bid opening date as July 9, 2019 and setting the public hearing date as July 15, 2019 for the SW Des Moines Street - Magazine to 11th project, in accordance with the Notice to Bidders and Notice of Public Hearing to be posted to the Iowa League of Cities and the Master Builders of Iowa websites on June 21, 2019 and published in the Des Moines Register on June 28, 2019.
