The City Council approved the 2019-2023 Capital Improvements Program on January 21, 2019. The Program includes the SE Four Mile Drive Asphalt Overlay project, which is a joint project that will be completed with Polk County. The County is the lead agency for the design and construction administration for the project.
As the project nears the construction phase, engineering staff from Polk County has advised city staff of the need to complete substantial full-depth asphalt patching of SE Four Mile Drive in the area located to the north of the SE Corporate Woods Drive intersection. This patching, estimated at $100,000.00, was not contemplated by the County in the original project design. The County has asked that they be allowed to change-order this extra work into the project.
Public Works has field-reviewed the subject area of SE Four Mile Drive, has verified the need for the additional full depth asphalt patches and further recommends that this work be included in the SE Four Mile Drive Asphalt Overlay Project.
To finance the additional patching work, it is recommended that funding be transferred to the SE Four Mile Drive Asphalt Overlay Project fund from the Annual Asphalt Street Resurfacing Program and the Annual Street Replacement Program as these two funds have surplus balances due to competitive construction bids earlier this year.
