SUBJECT:
Proposed 28E Agreement between the City of Ankeny and Polk County for the sharing of project costs for the proposed Ankeny Senior Community Center Project. 
EXECUTIVE SUMMARY:

As Council is aware, the city manager's office has been facilitating the development of a senior/community center facility since the completion of a site location study earlier this year. Enhanced senior services has been a Council-stated priority and Polk County had a need to plan the relocation of its existing congregate meal site location, and both parties had an interest in exploring a possible collaboration to accomplish these goals. Details of the scope of the project, as proposed at this time, include:

 

  • The senior center facility will be located on the open ground on the west side of Fire Station No. 1 with street access onto NW Ash Drive. 
  • The existing Park and Ride Lot will be expanded and utilized for this facility.
  • The facility will be a two-story building. 
  • The west portion of the first floor will include a kitchen, dining room, and other amenities similar to the Westside and Northside community centers that are operated by Polk County. 
  • The second floor is proposed to include a walking track with open overlook to the first floor, along with other recreation facilities and equipment.

 

At the onset of the development process, negotiations were held with Polk County to establish a cost-sharing arrangement for the project.  The agreed conditions included allowing the County to utilize the first floor of the facility as a senior community center during regular business hours, and the City to utilize it in the evenings and weekends for general public recreation, reception-type  rentals, meeting space, etc.  

 

At this time, a 28E cooperative public service agreement has been drafted to formalize the partnership between the City of Ankeny and Polk County.  This agreement will facilitate the development of the community center.  The action before the city council is the approval and execution of this 28E agreement.  Generally, the terms of the agreement include:

 

  • 50-year duration for the agreement.
  • The city shall own, design, construct and maintain the facility.
  • Polk County shall operate the first floor of the facility Monday thru Friday from 8:00 am to 5:00 pm.
  • Polk County shall contribute $3.5 Million to the project.

 

It is recommended that the City Council authorize the execution of the 28E agreement with Polk County to facilitate the development of the project.

FISCAL IMPACT: Yes
The Ankeny Senior Community Center is included in the 2019-2023 Capital Improvements Program.  The project schedule includes design commencing at this time, with construction planned for 2020 and 2021.  Execution of this agreement will formalize the financing for the project. 
CITY MANAGER'S RECOMMENDATIONS:

It is recommended that the City Council take the following action:

 

1. Adopt the resolution authorizing the execution of a 28E Agreement between the City of Ankeny and Polk County for the sharing of project costs for the proposed Ankeny Senior Community Center Project.
