Proposed NW Irvinedale Drive Water Main Improvements (PH 2019-63)
EXECUTIVE SUMMARY:
NW Irvinedale Drive Water Main Improvements
The NW Irvinedale Drive Water Main Improvements project includes improvements to the water system to complete a loop of existing water main and install a connection for the future water tower located along the east side of NW Irvinedale Drive from NW 36th Street north 875 lineal feet to tie into the existing 12" water main adjacent to the Village at Rock Creek Plat 1.

The construction improvements include the installation of 875 lineal feet of 12" PVC water main, the removal, salvage, and installation of fire hydrants, valves, and fittings, and some existing water main removal.  Other associated improvements include traffic control, erosion control, surface and driveway restoration, and miscellaneous work necessary to complete the project.

The bid opening for this project was held on Tuesday, October 29, 2019.  Seven (7) bids were received as follows:

1.  Absolute Infrastructure                          $87,634.00
2.  J&K Contracting, LLC                          $96,500.00
3.  Vanderpool Construction, Inc.             $107,345.00
4.  On Track Construction, LL                  $113,825.00
5.  Spring Lake Construction                    $128,210.00
6.  The Underground Company, Ltd         $131,971.00
7.  Rognes Corporation                             $132,740.00

The Engineer's Estimate for the project was $120,100.00.  The bids ranged from approximately 37% below the estimate to 11% above the estimate.  The City reviewed the bid results both internally and with the project's engineering consultant.  Absolute Infrastructure has completed several development projects within the City of Ankeny and most recently as a subcontractor to C.L. Carroll on the NW Booster Station.  It is recommended that the project be awarded to Absolute Infrastructure of Grimes, Iowa.

Pending project approval and award by the City Council, the contractor will be required to start the project within 10 calendar days after the date set forth in the written Notice to Proceed, (expected start date no later than April 20, 2020), and they will have 30 Working Days to substantially complete the project.  The contractor will be allowed to potentially start the project yet this fall.
FISCAL IMPACT: Yes
This project is included in the City's current Capital Improvements Program with construction scheduled in 2019.
CITY MANAGER'S RECOMMENDATIONS:
1.  Hold a hearing on the proposed Contract Documents (plans, specifications, and form of contract) and estimated cost ($120,100.00).

2.  Approve Resolution, adopting said plans, specifications, form of contract, and estimated cost for the NW Irvinedale Drive Water Main Improvements.

3.  Receive and file the report of bids received on October 29, 2019.

4.  Approve Resolution, making award of construction contract to Absolute Infrastructure of Grimes, Iowa.

5.  Approve Resolution, approving contract and bonds with Absolute Infrastructure in the amount of $87,634.00.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
October 7, 2019: The City Council approved a Resolution ordering construction and setting the bid opening date as October 29, 2019, and setting the public hearing date as November 4, 2019.
