The action before the City Council is the approval of a Professional Services Agreement with Shive Hattery, Inc., for the architectural services required to develop and construct the proposed Ankeny Senior Community Center.
At the onset of the development process for a potential new senior center, negotiations were held with Polk County to establish a cost-sharing arrangement for the project. The agreed conditions included allowing the County to utilize the first floor of the facility as a senior center during regular business hours, and the City to utilize it in the evenings and weekends for general public recreation, reception-type rentals, meeting space, etc.
A 28E Agreement was recently approved by the City of Ankeny and Polk County, thus facilitating the financing of the proposed Senior Center, which will reside on the open ground between Fire Station No. 1 and the Park and Ride Lot. With this development, the project schedule can be set and the building design can commence. Prior to this time, a site location study was completed, and preliminary building footprints and site layout were completed. Shive Hattery was utilized for this preliminary work based on their experience with designing two recent two senior center projects for Polk County.
The preliminary schedule for the project is as follows:
November 4, 2019: Architectural Design initiated (this meeting)
July, 2020: Design is completed and Bid Letting is held
October, 2021: Construction completed (14-16 months)
The conceptual costs for the building project are estimated to be $7 - $7.5 Million. The scope of services for the project include:
- The senior center facility will be located on the open ground on the west side of Fire Station No. 1 with street access onto NW Ash Drive.
- The existing Park and Ride Lot will be expanded and utilized for this facility.
- The facility will be a two-story building.
- The west portion of the first floor will include a kitchen, dining room, and other amenities similar to the Westside and Northside community centers that are operated by Polk County.
- The second floor is proposed to include a walking track with open overlook to the first floor, along with other recreation facilities and equipment.
Shive Hattery proposes to provide the architectural services needed for this project as follows:
- Basic Services Fees = $567,000
- Reimbursable Expenses = $15,000
- Mechanical / Electrical Commissioning = $19,000
Total Architectural Services = $601,000
It is recommended that the City Council approve the Professional Services Agreement with Shive Hattery, Inc.
