Agreement for Cooperative Public Service with Polk County

NW Cyprus Avenue Temporary Street Connection

EXECUTIVE SUMMARY:

Polk County recently approached city management to request that a temporary street connection be made in The Grove Plat 5 subdivision.  This plat, which is on the northwest side of the city, was recently completed and the streets are now in place.  The future NW 18th Street will extend across the north side of this area when it ultimately connects to Highway 415.  That project is in our CIP for construction in 2024. 

 

With the platted streets completed, there is a new dead-end street designated as NW Cyprus Avenue, that terminates at the south right-of-way of the future NW 18th Street. To the north of the future NW 18th Street is the North Bay subdivision in Polk County.  There is a dead-end street directly across from NW Cyprus Avenue known as NW 38th Street. 

 

Polk County received a petition from the residents of North Bay requesting that a connection be made between these two dead-end streets across the 100 foot-wide right-of-way of future NW 18th Street. Polk County agrees with the petitioners and subsequently requested that they be allows to construct this street connection at this time.  The County would propose that the connection remain in place until NW 18th Street is constructed by the City of Ankeny. 

 

Staff has reviewed this request and is recommending approval.  The crossing will allow traffic to flow between the city and county for the common benefit of the residents in the area.  Improved traffic safety, improved vehicle access, reduced travel times, and improved emergency response times will result. 

 

Polk County has prepared a 28E Agreement to allow for the construction of this street connection.  It is recommended that the agreement be approved and the Mayor be authorized to execute it so that the connection can be completed before winter.  All construction costs, traffic control and maintenance costs associated with the crossing will be borne by Polk County. 

 

 

FISCAL IMPACT: No
Polk County will be responsible for all costs of the street connection. 
CITY MANAGER'S RECOMMENDATIONS:
Recommend approval of the 28E Agreement with Polk County to facilitate the NW Cyprus Avenue Temporary Street Connection and authorize the Mayor to execute said agreement.
