2020 Home Builders Association of Greater Des Moines Home Show Expo

Request to waive Building Permit Fees
EXECUTIVE SUMMARY:
DRA Properties has secured Prairie Trail in Ankeny as the site for the 2020 Home Show Expo for the Greater Des Moines Home Builders Association. DRA has requested the City of Ankeny waive building permit fees for the homes that would be built and showcased as part of the home show. The exact number of homes to be included in the home show is not known at this time, however, 16 lots are available and typically 10 - 12 homes are included in the show. According to DRA's request letter, the event is expected to draw more than 11,000 visitors to tour the homes.
FISCAL IMPACT: Yes
It is impossible to quantify any positive or negative fiscal impact or conduct a cost-benefit analysis because of the numerous variables involved. The estimated building permit fees for 12 houses would be in the $20,000 - $25,000 range. However, there is an unquantifiable potential for additional assessed value and retail activity as a result of Ankeny hosting a home show.
CITY MANAGER'S RECOMMENDATIONS:
Consider the resolution. It is the City Manager's recommendation that the fees not be waived, though it should be noted the City has waived the fees for the three most recent home shows.
PREVIOUS COUNCIL/COMMISSION/BOARD ACTION(S):
The City of Ankeny waived building permit fees for previous homes shows in 2008, 2012, and 2015.

Action: Consider motion to adopt <strong>RESOLUTION</strong> approving the waiver of building permit fees for the 2020 Home Show Expo by the Home Builders Association of Greater Des Moines.
